Haryana RTI rules - 2026 citizen guide

Haryana applies the Haryana Right to Information Rules, 2009 (made under §27 of the RTI Act, 2005) for all state public authorities. The fee is ₹50 per application (BPL: zero) - higher than the central ₹10. Reply deadline: 30 days under §7(1) of the central RTI Act. Online filing is via the haryanarti.in portal (live since 2020, all major departments covered). Postal Speed Post (AD) remains the universal fallback.

Where to file

  • District-level: PIO at the Office of the Deputy Commissioner.
  • State-level: PIO at the department headquarters, Haryana Secretariat, Sector 17, Chandigarh.
  • First Appeal: Appellate Authority named on the same office's RTI page (usually one rung above the PIO).
  • Second Appeal: Haryana State Information Commission, SCO No 70-71, Sector 17-D, Chandigarh 160017. cic.haryana.gov.in.

Common mistakes filing in Haryana

  • Sending ₹10 instead of ₹50 - non-acceptance memo. Always include the full Haryana state fee.
  • Hindi-only application to a non-Hindi-speaking PIO - prefer bilingual or English. PIOs are bound to accept either, but slower processing for Hindi-only in border districts.
  • Wrong DM - check Haryana's 22 districts (post-2018 carving of Charkhi Dadri); use PIN-based DM lookup.

The Haryana SIC has historically been one of the better-disposing SICs - around 6-8 month average disposal of second appeals. As of December 2024, three of seven IC seats were vacant; appointments resumed in February 2025 following the Anjali Bhardwaj monitoring petition. If your second appeal has been pending 12+ months, you can approach the Punjab and Haryana High Court under Article 226.
