Common mistakes filing in Delhi

  • Mixing state + central authorities in one RTI - file separately. State authorities = GNCTD departments (Health, Education, Revenue, DM offices). Central = Union ministries.
  • Wrong commission for Second Appeal - state matters go to Delhi SIC, central matters to CIC. Easy mistake.
  • AI / DPDP-era central authorities (e.g., Data Protection Board) - use central rtionline.gov.in.
  • Resident Commissioner / NDMC - separate authorities; file directly to their PIOs.

Delhi SIC + CIC - state of pendency

The Delhi SIC has had vacancy and pendency issues monitored under Anjali Bhardwaj v. UoI (2019). As of 2025, average second-appeal disposal time was around 10-16 months. The CIC (for central authorities) has typically been faster - 6-9 months for second appeals. Both commissions publish monthly disposal stats since 2019.
