Delhi RTI rules - 2026 citizen guide

Delhi government departments apply the Delhi Right to Information Rules, 2005 (with subsequent amendments) for all GNCTD public authorities. Central authorities in Delhi (e.g., MEA, MoD, Ministry of Finance) follow the central RTI Rules. Fee for state RTIs is ₹10 per application (BPL: zero). Common mistakes filing in Delhi

  • Mixing state + central authorities in one RTI - file separately. State authorities = GNCTD departments (Health, Education, Revenue, DM offices). Central = Union ministries.
  • Wrong commission for Second Appeal - state matters go to Delhi SIC, central matters to CIC. Easy mistake.
