How to check MPLADS works and seek local area fund records

For MPLADS, an MP recommends works, but the District Authority sanctions, executes and monitors them under the scheme framework. The official dashboard itself says exact expenditure figures are available with District Authorities. MLA local-area schemes are separate State programmes, so do not send one generic RTI to MoSPI for both funds.

Quick answer: Search the official MPLADS dashboard and Work Register for the MP, district and constituency. Note the work name, year, sanction and implementing agency fields that are visible. For missing or inconsistent records, send a focused RTI to the District Authority or the public authority holding the execution file. Use the State's own guidelines and nodal department for an MLA fund. Ask for recommendations, sanction, estimate, work order, measurements, bills, inspection, completion and utilisation records.

MPLADS roles are divided

The official scheme page says each MP may suggest works to the District Collector up to ₹5 crore per annum. It also explains the geographical rules for Lok Sabha, Rajya Sabha and nominated members.

The MPLADS dashboard carries an important note: the MP's role is limited to recommendation; the District Authority is responsible for sanction, execution and completion. The Programme Implementation Wing similarly says sanction, execution and monitoring are undertaken by District Authorities under State administrative, technical and financial rules.

Send the RTI to the authority most likely to hold the requested record. Section 6(3) transfer is a safety net, not a reason to address an unfocused request to the wrong ministry.

Check the official portal first

The MPLADS portal publishes:

  • fund release statements;
  • expenditure summaries;
  • priority-sector reports;
  • Work Register;
  • recommended, completed and non-progress works;
  • work details and status;
  • utilisation certificate, audit certificate and progress-report formats;
  • 2023 Guidelines effective from 1 April 2023.

Use the official dashboard and Work Register. Save the filters, result date and work identifier. A blank or broken report viewer does not prove that no work exists; it may be a portal problem. Ask the District Authority for the underlying register.

Identify one work precisely

Avoid a request for “all MP fund details since beginning”. Build a locator:

If residents know only the site, add the road, school, village, ward, landmark and approximate recommendation year. Ask for the register entry that maps that description to the official work number.

Records to request under RTI

For a specific MPLADS work, seek certified copies of existing records:

  1. MP recommendation and date received;
  2. eligibility scrutiny and decision;
  3. administrative and technical sanction;
  4. estimate and drawings;
  5. implementing-agency appointment;
  6. tender, quotation or procurement record, as applicable;
  7. work order and agreement;
  8. measurement-book pages for the work;
  9. running and final bills and payment records;
  10. inspection reports and dated photographs, if held;
  11. completion certificate and asset-handover record;
  12. utilisation certificate and audit observations;
  13. reasons recorded for delay, cancellation, cost change or non-completion.

Do not state that every one of these documents must exist in every work. Ask for each “if held” and request the applicable rule if the authority says the record is not required.

A short sample RTI

6. note-sheet entries recording any delay, cancellation or cost revision.

The request concerns one identified work. Personal bank identifiers and
signatures not necessary to understand public expenditure may be severed
under section 10 of the RTI Act.

Ask for inspection under section 2(j) when the file is large. During inspection, identify the pages you need copied rather than demanding an unbounded scan.

Verify expenditure on the ground

Public records and physical reality should be compared carefully.

  • Photograph the site from a public place with date and location context.
  • Record the asset board or work number without trespassing.
  • Compare dimensions and quantities only if you can do so safely and competently.
  • Match measurement-book dates to bills and inspections.
  • Check whether the asset was handed to the intended public authority.
  • Avoid accusing a contractor or officer of fraud before verifying the records.

If the work affects safety, report the immediate hazard to the responsible engineering or local authority instead of waiting for RTI.

MPLADS is not MLALADS

“MLA fund” or MLALADS is not one national scheme. Each State may use a different name, annual amount, nodal department, eligible-work list, district role, portal and guideline. MoSPI's MPLADS Guidelines do not automatically govern an MLA scheme.

For an MLA-funded work:

1. identify the State scheme and official guideline;
2. identify the State nodal department and district or local implementing authority;
3. obtain the MLA recommendation and sanction record;
4. request execution and utilisation records from the actual holder;
5. use that State's RTI portal, fee and appeal rules.

The MLA fund RTI sample is a drafting aid; replace every placeholder with the State scheme and one identified work.

Appeal an incomplete reply

Common weak replies say “information is online”, “record is voluminous”, “MP office holds it” or provide only a total amount.

In a first appeal:

  • point to the specific missing record categories;
  • attach the portal result or error if the PIO sent only a broken link;
  • explain why the District Authority or implementing agency holds the file;
  • offer inspection for genuinely voluminous material;
  • request section 10 severance for any limited personal fields;
  • ask for a point-wise order.

Use the first-appeal guide. A first appeal is about access to records, not a decision on whether the work was technically sound.
