If the helpline does not resolve — file an RTI
Helplines often log a complaint without solving it. RTI gives you the file noting + officer name + actual reasoning, and most stuck cases clear within 7-15 days.

When to call vs file an RTI
The State Information Commission helpline is for procedural questions — “where do I file my second appeal”, “what fee do I pay”, “what is the status of my appeal”. For substantive disclosure of records, you must file an RTI under §6 of the RTI Act, 2005, not call the helpline.
Escalation matrix
- Step 1 — call the helpline during published hours.
- Step 2 — if not resolved, file an RTI to the PIO of the State Information Commission itself under §6 (yes, the SIC is a public authority too).
- Step 3 — if SIC is sitting on appeals due to vacancies, cite Anjali Bhardwaj v. UoI (2019) 9 SCC 199 and write to the Chief Minister's Office.
- Step 4 — for prolonged inaction, writ petition to the High Court under Article 226.
File a parallel RTI
You can RTI the SIC for:
- Status of your second appeal (with your appeal reference number)
- Average disposal time for second appeals in the last 12 months
- Number of pending appeals + number of vacant Commissioner seats
- Names of current Commissioners + date of appointment
- Hearing roster for the next 30 days
Citizen action steps if helpline is non-responsive
- Day 0 — call helpline with appeal reference.
- Day 7 — file RTI to SIC's own PIO if no callback.
- Day 30 — if RTI silent, file First Appeal.
- Day 60-90 — escalate to High Court if pendency > 18 months.
