Module 09 — Section 19 — Appeals

Section 19 creates a two-tier appeal: First Appeal under Section 19(1) to the FAA within 30 days; Second Appeal under Section 19(3) to the Central or State Information Commission within 90 days. The FAA must decide within 30 days, extendable to 45 with written reasons. Section 19(5) places the burden of justifying refusal on the public authority.
