Module 02 — Section 4 — Suo-motu Disclosure

Section 4 mandates proactive (suo motu) disclosure of 17 categories of information by every public authority — organisation particulars, duties, budget, subsidy beneficiaries, officer directory and more. Section 4(2) is the aspirational motor: the more proactive disclosure, the fewer Section 6 applications citizens need to file. Section 4(1)(d) guarantees a right to reasons for administrative decisions.
