Why city-level matters
Municipal corporations have their own PIOs, separate from state-level departments. Each has zonal officers, ward-level files, and a Municipal Commissioner who typically acts as FAA. Filing at city level is faster than state level for civic matters. Filing at state level is faster for revenue, education, health.
