+About **2.6 crore new vehicles** were registered on the Vahan portal in calendar year 2025 (MoRTH data, Jan 2026). Of those, around **17%** had RC dispatch delays beyond the 30-day SLA — concentrated in semi-urban RTOs where Vahan integration is patchy and dealer follow-up is weak.
+===== What this is — and why dealer-filed registration matters =====
+A **Registration Certificate (RC)** is the legal proof that your vehicle has been registered with a particular Regional Transport Office (RTO) under **§39 of the Motor Vehicles Act 1988** and **Rule 47 of the Central Motor Vehicles Rules 1989**. Without a valid RC, driving the vehicle on a public road is an offence under **§192** — punishable by fine up to ₹10,000 and impoundment.
+Two key things have changed since 2019 that affect every new buyer in 2026:
+  * **Dealer-point registration is the norm.** Authorised dealers are now mandated under MoRTH notification dated 4 December 2018 to file the registration directly via the Vahan dealer-login. You almost never visit the RTO yourself for a new vehicle.

+===== Common reasons your RC gets stuck =====
+  * **Address mismatch** between Aadhaar / utility bill and the address you gave the dealer. RTO bounces the file with "address proof inadequate". Fix: get a fresh utility bill or rent agreement matching the Aadhaar pin code.
+  * **Engine / chassis number mismatch** between Form 21 (dealer) and Form 22 (manufacturer). Rare with reputed OEMs but happens with grey-market or transit-damaged vehicles.
+  * **Road tax under-payment** because the dealer applied the wrong slab (e.g., ex-showroom not including discount). RTO marks the file "Tax Deficient" — needs a top-up payment via Vahan.
+  * **HSRP fitment not synced** with Vahan. The dealer fitted the plate but the vendor didn't push the data back to vahan.parivahan.gov.in. The smart card stays on hold. Fix: dealer raises a sync ticket with the HSRP vendor.
+  * **Insurance policy gap** — if the policy starts a day after the registration date. RTO rejects: "vehicle uninsured at time of registration".

+  * Vahan portal shows "Approved" but no card has been printed/dispatched — RTI for the printing-batch number and dispatch register entry.
+  * RTO has marked your file "objection raised" but never communicated the objection — RTI for the certified copy of the objection memo.
+  * Road tax paid but Vahan still shows "tax deficient" — RTI for the tax credit ledger entry.
