An unfamiliar connection in your name is a records problem first, not automatically a SIM-swap or a bank fraud. Preserve evidence, report the number on official TAFCOP without calling it yours, and send a written complaint to the operator that issued it. This page is independent citizen guidance. It is not a government or telecom-operator page.

What this page is, in 50 words

This is a complaint-letter and evidence guide for an unfamiliar mobile connection found in your name. It is not a TAFCOP login tutorial. For how to check and report connections, use the existing TAFCOP portal guide. This page starts after you already have, or are about to get, a ticket ID.

First decide what you are looking at

Keep these three situations separate. Mixing them sends the file to the wrong desk.

A TAFCOP ticket is not a police complaint and not a bank dispute. Sanchar Saathi itself directs anyone who has lost money to 1930 or cybercrime.gov.in.

Do not choose Not required if you mean the connection was never yours. Sanchar Saathi's FAQ treats This is not my number and Not required as the two report options. Not required is for a connection you no longer want. This is not my number is for a connection you say you did not take.

Hypothetical example, not a real case

Hypothetical only. A reader opens TAFCOP, sees one extra number on an operator they do not use, and does not recognise the last four digits. They screenshot the masked list with the date visible, report This is not my number, write down the ticket ID from the screen and the SMS, and email that operator's official complaint address the same day. They ask for re-verification and a written status. They do not attach Aadhaar, an OTP, or an unmasked screenshot. No person, district, date or recovered amount in this box is a real case.

Step 1 - Preserve evidence before you write

Work on a device you control. Do not send the unmasked list into a family WhatsApp group or a public comment.

- Screenshot the TAFCOP list with the date visible. Mask all but the last four digits of every number before you store a copy you might later share with an official desk. - Screenshot the report confirmation and the ticket ID. - Save the confirmation SMS as a screenshot, again with extra digits masked. - Note the operator shown against the unfamiliar connection, if the portal displays one. - Keep a one-page timeline: date you first saw the number, date you reported, date you wrote to the operator, every docket you receive.

Do not photograph your Aadhaar, PAN, passport, or the long serial number printed on a SIM pack for this file. No genuine operator complaint about an unfamiliar connection requires you to read out an OTP.

Step 2 - Report on TAFCOP, then identify the operator

Use the official TAFCOP check-and-report guide for login and the two report options. This article does not repeat that tutorial.

After you have a ticket ID:

- Read the operator name against the flagged connection on the portal, if shown. - If the operator is not obvious, do not guess from a forwarded message. Ask the operator you already use, through its official app or published care number, which network the flagged number sits on, and keep that reply. - Find that operator's official complaint channel from a page you typed yourself: the operator website, the official app, or TRAI's complaint-centre directory at tccms.trai.gov.in. Do not use a number or email given by a caller.

The Department of Telecommunications' Sanchar Saathi FAQ says a connection reported as not taken or not required is flagged for re-verification by the service provider. Outgoing services are to be suspended within 30 days, incoming within 45 days, and a connection that fails re-verification is to be disconnected within 60 days. An extra 30 days may apply if that subscriber is on international roaming, has a physical disability, or is in hospital. Those are the portal's published outer limits, not a promise that your file will move on day one.

Step 3 - Lodge a written operator complaint

TRAI requires every service provider to run a Complaint Centre that registers a complaint and allots a unique docket number. On registration, the centre must send the docket number, date and time, and the time within which the complaint is likely to be resolved, by SMS. That rule sits in the Telecom Consumers Complaint Redressal Regulations, 2012 (TCCRR), regulation 7, read with TRAI's live complaint FAQ.

Where a Quality of Service regulation does not fix a shorter time, regulation 8 says the complaint or service request is to be addressed within a period not exceeding three days.

Insist on the docket. A call without a docket is hard to prove later.

Send the letter below through one official channel you can prove: the operator's published email, web form, app complaint, or registered post to the address on the operator's own grievance page. Keep the sending proof.

Do not ask the operator, in this letter, to disclose another subscriber's KYC, to pay compensation, or to disconnect a connection this evening. Ask for investigation, re-verification, and a written reply on the status of the flagged number and of your TAFCOP ticket.

2. On [date], I used the Department of Telecommunications service
   "Know mobile connections in your name" at tafcop.sancharsaathi.gov.in.
   The list showed mobile connection [full number only in the operator copy,
   last four digits XXXX in any other copy] against my name. I did not take
   this connection and I do not authorise it.

3. I reported that connection on the same portal as "This is not my number"
   on [date]. Ticket / request ID: [TICKET ID]. I enclose a masked screenshot
   of the confirmation. I have not marked the connection as "Not required",
   because that would treat it as a connection I once took.

4. I request you to:
   (a) register this as a complaint and send me a unique docket number;
   (b) investigate how this connection was issued in my name;
   (c) carry out re-verification of the person actually holding it;
   (d) send me a written reply stating the recorded status of TAFCOP ticket
       [TICKET ID] and of this complaint, with dates of action taken;
   (e) confirm in writing whether the connection remains active, is under
       re-verification, or has been suspended or disconnected.

5. I am not asking you to disclose another person's KYC documents, photographs,
   or address. I am not asking you to admit liability. I am asking for the
   investigation and written status that your complaint centre can record.

6. If this complaint is not redressed, or if I receive no intimation within
   the time in regulation 8 of the Telecom Consumers Complaint Redressal
   Regulations, 2012, I will prefer an appeal to your Appellate Authority
   under regulation 9.

If a later RTI is needed because the TAFCOP report still looks unresolved, use RTI for an unresolved TAFCOP report. Do not file RTI as a substitute for this operator letter.

Step 4 - Ask for investigation without asserting unproven fault

Write facts you can attach. Do not write “your retailer committed fraud” unless you have a police record that already says so.

Useful, checkable requests:

- Date on which your TAFCOP report was received by the operator, if the operator holds that date. - Current recorded status of the flagged connection. - Whether re-verification has been started, completed, passed or failed. - The date of any written reply sent to you.

Leave out:

- A demand for immediate disconnection as of right. Re-verification is the published process. - A demand for another subscriber's CAF, photograph or Aadhaar. - A compensation figure. - An admission that an old unused number is “not required” when you actually mean you never took it.

If the connection is one you took years ago and no longer want, that is a different letter. Use Not required on TAFCOP and say so plainly. For a number that works but sits in someone else's KYC, use the SIM ownership and KYC mismatch guide, not this template.

Step 5 - Escalate only on a written trail

If the complaint centre does not redress the complaint, leaves it unaddressed, or sends no intimation within the regulation 8 time, regulation 9 of TCCRR 2012 lets you appeal to the same operator's Appellate Authority for that licensed service area. No fee. The appeal is due within 30 days after that complaint time limit expires. The Appellate Authority may still take an appeal after those 30 days but before three months from that expiry, if it is satisfied there was sufficient cause.

How to find the current officer is a separate task. Use how to file a TRAI / telecom complaint, TRAI's directory at trai.gov.in/consumer-info/cgr/appellate-authority, and the lookup at tccms.trai.gov.in. TRAI's FAQ states that TRAI does not handle individual consumer complaints.

You can also use the Sanchar Saathi grievance page for a government-side grievance about Sanchar Saathi handling. That is not an operator appeal and not an RTI application.

If money, harassment or a police angle is already live

Do those tasks in parallel. Do not wait for the operator letter to come back.

Common mistakes

- Choosing Not required when you mean This is not my number. - Posting the unmasked TAFCOP screen in a public group. - Sharing an OTP with anyone who calls about the extra SIM. - Writing only to TRAI and skipping the operator complaint centre. TRAI does not decide the individual file. - Treating the 60-day re-verification outer limit as a guaranteed disconnection date. - Asking the operator to hand over another person's KYC. - Using this letter for a SIM-swap on your own number. That needs a block-and-recovery path, not this template.

Frequently asked questions

Does reporting on TAFCOP replace a letter to the operator?

No. TAFCOP flags the connection for the provider's re-verification. A written operator complaint creates a docket you can later take to the Appellate Authority. Use both. The TAFCOP login steps are on the TAFCOP guide.

Will the operator disconnect the number as soon as I write?

Do not count on same-day disconnection. Sanchar Saathi's published re-verification timeline is outgoing suspension within 30 days, incoming within 45 days, and disconnection within 60 days if re-verification fails, with extra time in defined situations. Your letter asks for investigation and a written status, not an overnight cut.

Should I mark an old unused SIM as not my number?

Only if you genuinely never took it. If it was yours and you no longer want it, Sanchar Saathi uses Not required. Using the wrong option changes how the case is treated.

Can I demand the CAF or the other user's photograph?

No. That is another person's personal information. Ask for the status of your report and whether re-verification has been done. Do not ask this wiki, a public comment thread, or a stranger to collect those documents.

What if the extra number is already being used for calls to other people?

Keep your TAFCOP ticket and operator docket. If there is harassment or fraud communication, report that communication on Chakshu. If money has moved, use 1930. A police complaint is a separate step where forged documents or personation are alleged. Sanchar Saathi's FAQ says a police complaint or FIR is to be lodged against a subscriber who acquired a connection on forged documents.

Is this the same as SIM-swap fraud?

No. SIM-swap is a replacement SIM on your existing number, so OTPs start arriving elsewhere. An unfamiliar extra connection is a different number issued in your name. If both are happening, handle the swap as an emergency first.

Can I file this complaint with TRAI instead of the operator?

TRAI's complaint FAQ says individual consumer complaints are not handled by TRAI. The two-tier route is the operator Complaint Centre, then that operator's Appellate Authority.

Do I need a lawyer to send this letter?

No. Send it yourself through an official channel and keep the docket. A lawyer is a later choice if you move to a consumer commission or a court, which this page does not open for you.

What if I never took any extra SIM but TAFCOP shows several?

Report each unknown row as This is not my number. Send one operator letter per operator involved, quoting every ticket ID. Log in separately with each working number you hold, because each login shows the records tied to that number.

Can I put my Aadhaar number in the letter to prove identity?

Do not. Identify yourself with name, address and a working contact number. If the operator later asks for KYC at a company-owned store or through its official app, use that official route. Never type Aadhaar into this letter or into a public form on this wiki.
