Do not wait until Monday. Friday evening is the right time to get your documents in order so you can act immediately over the weekend and be ready to send formal communications first thing on Monday.
- Log in to EPFO Unified Member Portal at

- Write to the BGV agency: Ask specifically which institution has not responded, on which date the request was first sent, how many follow-ups have been made, and what the agency's escalation process is. Do this in writing, by email, and keep the thread.
- Write directly to the registrar / HR head: Do not rely solely on the BGV agency's contact. Compose your own email to the university registrar or controller of examinations (for education) or to the HR head or company secretary (for employment). Use the template in this guide. Attach your enrollment number or employee ID, the BGV agency's contact details, and a request for a response within five working days.
- Check the UGC e-Samadhaan portal at

- Prepare your conditional-joining email to your new employer's HR. You want to send this on Monday morning. Step 1 — Find out exactly what is stuck and why
Email the BGV agency and ask: which specific institution has not responded, on which date the verification request was first sent to that institution, how many follow-up attempts have been made, and what format of response is required (email, portal, phone call, or physical letter). Many delays happen because the BGV agency is sending requests to a general inbox that nobody monitors. Knowing the precise bottleneck lets you fix it faster.
Also confirm with your new employer's HR how long they are willing to hold the offer. Most companies have an internal policy — it is better to ask now than to have the offer quietly lapse.
Step 2 — Download EPFO UAN service history immediately
Log in to the EPFO Unified Member Portal with your UAN and password. Under the "View" tab, select "Service History." You will see a list of all employers linked to your UAN, along with their Establishment ID and the dates of your PF membership at each organisation. Download or screenshot this page. Also download the member passbook, which shows contribution records with each employer's name.
This document is generated in real time from a government database. It is highly credible evidence of your employment history and is accepted by most BGV agencies as an alternative to a relieving letter, especially when the employer is unresponsive. Share it with the BGV agency and your new HR in the same email.
If your PF account was not linked to a particular employer (some small businesses do not register with EPFO, or you may have worked there before PF membership), fall back on Form 16, salary slips, and bank statements as described in Step 3.
Step 3 — Gather the full alternative employment proof kit
Do not wait for the ex-employer to reply. Build the alternative proof kit in parallel:
- Form 16 for the relevant financial year. This is a government-mandated TDS certificate that names both you and your employer. It is extremely persuasive in a BGV context because it is cross-linked to Income Tax records.
- Salary slips — collect at least three. These show your designation and the employer's name.
- Bank statements — highlight the monthly salary credit lines. If the narration shows the employer's name or an abbreviated company code, that strengthens the link.
- Appointment letter — this confirms the joining date and designation that the BGV agency is trying to verify.
- Resignation acceptance email or full and final settlement — this is the closest functional substitute for a relieving letter. It shows the last working date on record and that you left without dispute.
Share all of these documents with the BGV agency as a bundled PDF, with a cover note explaining that the employer has been unresponsive despite multiple requests, and that these documents together corroborate every element of the employment claim.
Step 4 — Write directly to the unresponsive institution
Send a formal email directly to the institution — not through the BGV agency's standard verification pipeline. For a university, address it to the Registrar or Controller of Examinations. For an ex-employer, address it to the HR Head, People Operations lead, or Company Secretary.
In the email:
- State clearly that your job offer is at risk due to their non-response.
- Give them the BGV agency's name, contact person, and email address.
- Quote your enrollment or employee number, course or designation, and the years involved.
- Request a response within five working days.
- Send the same email by speed post (with acknowledgment) so you have a physical delivery record.

Step 5 — Check DigiLocker and NAD for your degree
Many universities — especially central universities, IITs, IIMs, NITs, and a growing number of state universities — have uploaded degree certificates and marksheets to DigiLocker or the National Academic Depository (NAD) operated via DigiLocker. Log in to digilocker.gov.in with your Aadhaar-linked mobile number and look under "Education" or search for your institution name.
A DigiLocker-sourced degree certificate is legally recognised under the Information Technology Act and is generally accepted by BGV agencies as authentic. Share it directly with the agency. If the agency is uncertain, ask them to verify its QR code or digital signature — that is sufficient confirmation without involving the university at all.
If your degree is not yet on DigiLocker, this does not mean it is unavailable — the university may simply not have uploaded older batches. Proceed with Steps 6 and 7.
Step 6 — Raise a UGC e-Samadhaan grievance (for UGC-affiliated universities)
If your university is affiliated to UGC (most central and state universities are), visit samadhaan.ugc.ac.in and file a grievance. State that the university's registrar or examination department has not responded to a degree verification request from a background verification agency, and that your employment is at stake. UGC routes the complaint to the university's designated nodal officer and tracks resolution. This often produces a faster response than a direct email, because the university does not want a pending UGC grievance on record.
You do not need to wait for Step 5 to fail before filing this — run them in parallel.
Step 7 — File an RTI application for public universities (strongest tool)
If the university is a public authority — central university, state university, or a deemed university receiving substantial government funding — it is covered by the RTI Act, 2005. You have a statutory right to receive information within 30 days of filing.
Address your RTI to the Public Information Officer (PIO) of the university's registrar's office. Ask for: (a) confirmation of your enrollment in the specified course from the given year, (b) confirmation that a degree was issued in your name with your roll or enrolment number, and (c) a certified copy of the relevant register entry or degree award record. Step 8 — Request conditional joining or a joining-date extension
Email your new employer's HR with a clear, professional message. Explain which institution is causing the delay, summarise the steps you have taken (formal written requests, DigiLocker check, UGC grievance, RTI filing), and attach all the alternative proof documents you have gathered. Then make one of two specific requests:
- Conditional joining: Ask to join on the scheduled date, with the understanding that the outstanding verification will be completed within a specified period (say, 30 to 45 days). Many companies, particularly in IT, banking, and manufacturing, permit this. The offer letter may already have this clause.
- Joining-date extension: If conditional joining is not possible, ask for a specific extension — typically 2 to 4 weeks. Tie it to a clear timeline: "I have filed an RTI which requires a reply by [date], and I will resolve this by [date]."
Being proactive and showing documented action almost always improves the employer's willingness to accommodate. Silence and vague excuses do not.
Step 9 — Verify the degree certificate against the UGC list of fake universities
This step is for your own protection. If you attended a private institution, check that it is listed as a recognised university on UGC's website and is not on UGC's list of fake universities. When RTI can help
The RTI Act, 2005, is a powerful and specific tool in the context of background verification because it compels a public authority to respond to an information request within 30 days. If the unresponsive institution is a public authority, RTI essentially transforms a request that can be ignored into one that cannot — there are legal consequences for the PIO who fails to reply.
RTI is directly applicable in these situations
- Central universities (e.g., Delhi University, Hyderabad University, JNU, Jamia Millia, BHU, AMU): File via rtionline.gov.in. These are public authorities under the central government.
- State universities (e.g., Mumbai University, Bangalore University, Calcutta University, Anna University): File by post to the university's RTI Cell or PIO. Each state university is a public authority under the respective state government.
- Deemed universities receiving substantial government funding: Check whether the university receives more than 50% of its funding from the government. If so, it is covered by RTI.
- IITs, NITs, IIMs, and other centrally funded institutions: All covered. File via rtionline.gov.in.

When RTI will not help
RTI does not apply to private bodies, even large and well-known ones. This is a firm legal position confirmed by the Supreme Court of India.
- Private universities (e.g., Amity, Manipal, LPU, BITS Pilani private campus, etc.): Not covered by RTI. Use DigiLocker, the university's own verification portal, the UGC e-Samadhaan grievance portal, or the state private university regulatory authority.
- Private companies as ex-employers: Not covered by RTI, regardless of size. Use EPFO UAN service history, Form 16, salary slips, bank statements, and if needed, the Ministry of Labour's Samadhan grievance portal or a formal legal notice.
- Autonomous private deemed universities not substantially funded by government: Not covered.

Common mistakes to avoid
- Waiting for the BGV agency to fix it alone. BGV agencies send bulk verification requests through standard pipelines. Your case is one of many. Direct outreach from you — the affected person, whose career is at stake — carries far more urgency with an institution than a routine agency email.
- Not gathering alternative proof early. Many candidates wait until the BGV agency marks the check "failed" or "insufficient" before scrambling for documents. Start collecting EPFO service history, Form 16, and salary slips on day one of a stuck verification.
- Filing RTI for a private institution. RTI applications sent to private universities are simply rejected. Know the distinction and use the right tool (e-Samadhaan, legal notice, labour complaint) for private bodies.
- Not telling your new employer HR what is happening. Employers prefer transparent candidates. Silence makes them assume the worst. A clear, documented update showing the steps you have taken almost always protects the offer better than hoping the delay resolves invisibly.
- Assuming the BGV agency will accept only the exact document they requested. Most BGV agencies are trained to accept a bundle of corroborating documents in place of a single unavailable document. Explicitly ask the agency: "If the university does not respond to your verification request, what combination of alternative documents would satisfy this check?" Get the answer in writing.
- Sending the RTI application to the wrong PIO. Universities often have multiple departments, and the PIO for the registrar's office is different from the PIO for the academic department. Address your RTI specifically to the Registrar's office or the PIO responsible for examination and degree records.
- Letting the joining date lapse without formally requesting an extension. If the joining date passes and you have not formally asked for an extension, some employers treat the offer as lapsed by default. Always get the extension confirmed in writing before the original date.
