+===== When to call vs file an RTI =====
+The State Information Commission helpline is for **procedural questions** — "where do I file my second appeal", "what fee do I pay", "what is the status of my appeal". For **substantive disclosure** of records, you must file an RTI under §6 of the RTI Act, 2005, not call the helpline.
+===== Escalation matrix =====
+  * **Step 1** — call the helpline during published hours.
+  * **Step 2** — if not resolved, file an RTI to the **PIO of the State Information Commission itself** under §6 (yes, the SIC is a public authority too).
+  * **Step 3** — if SIC is sitting on appeals due to vacancies, cite **Anjali Bhardwaj v. UoI** (2019) 9 SCC 199 and write to the Chief Minister's Office.
+  * **Step 4** — for prolonged inaction, writ petition to the High Court under Article 226.
