RTI Application for Gram Panchayat Works and Funds: Sample 2026
Direct answer. Every villager has the right to seek records of works, budget, beneficiary lists and Gram Sabha minutes of the local Gram Panchayat. File a free RTI to the PIO of the Block Development Officer or as prescribed in the state Panchayat RTI rules. The PIO must reply in 30 days.

- You suspect ghost beneficiaries in scheme rolls

When NOT to use this RTI
- If you are seeking another villager's personal benefit details (Section 8(1)(j) and Section 11 will be considered, though scheme beneficiary lists are usually disclosable in public interest)
- If you want the PIO to take action against the Sarpanch (RTI gives records, complaint is a parallel route)

Frequently asked questions
Where do I file the Panchayat RTI?
Most states designate the Panchayat Secretary as APIO and the BDO as PIO. Some states have a dedicated Panchayat RTI rule. Check your state RTI page for the prescribed channel.
Are beneficiary lists private under DPDP?
Beneficiary lists for public-fund schemes have been held disclosable in larger public interest under Section 8(2). The Section 8(1)(j) bar after DPDP is not absolute; sums received under public schemes are public-activity.
Can I get the Gram Sabha minutes book?
Yes. Gram Sabha minutes are public records and have been routinely disclosed.
