Quick answer. Pradhan Mantri Awas Yojana has two arms — PMAY-Urban (PMAY-U) for city dwellers and PMAY-Gramin (PMAY-G) for villagers. They run on different portals, different rules, different subsidies. PMAY-U 2.0 is a fresh scheme (launched 1 September 2024, runs till 31 March 2029) targeting 1 crore additional houses for urban poor — apply online at pmay-urban.gov.in. PMAY-G is survey-based — you cannot self-apply; eligibility is drawn from the SECC-2011 list and verified by Gram Sabha. Check beneficiary status at pmayg.nic.in. Home buyers taking a housing loan can claim CLSS interest subsidy of 4-6.5% through their bank/HFC up to ₹6 lakh principal.

Sushma Jadhav, 34, domestic worker in Hadapsar, Pune. Lives in a slum cluster on land her family has occupied for 22 years. Husband: daily-wage construction worker. Family income: ~₹1.6 lakh per year (well within EWS).

“I applied under PMAY-U BLC mode (Beneficiary Led Construction) in October 2024. The Pune Smart City portal accepted my form, generated an Application Number, and showed 'Under Processing'. I waited. By May 2025 — seven months — nothing. The state PMAY helpline 011-23060484 said 'wait for state response'. The Pune Municipal Corporation ward office said 'go to PMRDA'. The PMRDA office said 'go to MHADA'. I went four times, each visit a half-day's lost wages — ₹250 per trip. The Smart City status page just kept saying 'under processing' for nine months. In June 2025 the local NGO I work with helped me file an RTI — by Speed Post to the PIO at PMRDA Pune AND a separate one to PIO at Maharashtra Housing & Area Development Authority (MHADA), each ₹10 IPO + ₹54 Speed Post. Reply from PMRDA on day 28 (well within 30 days). Plain words: 'Application held since 12 December 2024 pending No-Objection Certificate from PMC Ward Office regarding plot title clarity, as per condition 4.2 of the State PMAY-U Operational Guidelines.' Nobody had told me. The Ward Office hadn't told me they were sitting on a request. With the RTI letter as proof of the requirement, I went to the PMC ward office — the NOC was issued in 11 days. The first instalment of ₹50,000 (out of ₹2.5 lakh total: ₹1.5 lakh Centre + ₹1 lakh Maharashtra top-up) was credited to my Aadhaar-seeded SBI account on 18 August 2025. Construction is now at plinth level. Total RTI cost: ₹128. The 'agent' near the ward office had wanted ₹8,000 to 'push the file'.”

PMAY is the largest housing subsidy programme in human history by beneficiary count — over 3.6 crore houses sanctioned as of March 2026 (PMAY-U + PMAY-G combined). Yet roughly 15-20% of sanctioned beneficiaries have files stuck somewhere between the local urban body, the SLNA (State Level Nodal Agency), and the DBT bank push. The RTI route is the cleanest way to find out where exactly the file is sleeping.

What this is — and which arm you need

PMAY-U 2.0 (Urban) is for households living in urban areas (defined as Statutory Towns + Notified Areas in the Census). Launched 25 June 2015 by the Ministry of Housing and Urban Affairs (MoHUA); PMAY-U 2.0 launched 1 September 2024 with a target of 1 crore additional houses by 31 March 2029.

PMAY-G (Gramin) is for rural households. Launched 1 April 2016 by the Ministry of Rural Development (MoRD), with a target of 4.95 crore houses by FY 2028-29. Replaced the older Indira Awaas Yojana (IAY).

The two are different schemes. You qualify for one or the other based on where you live, not your choice.

PMAY-U 2.0 — four verticals

  • BLC (Beneficiary Led Construction): central + state assistance to a beneficiary who already owns the land — typical urban-poor support. Subsidy: ₹1.5–₹2.5 lakh (Centre share ₹1.5L; State adds ₹1L+ in many states).
  • AHP (Affordable Housing in Partnership): state/private developer builds, beneficiary buys. Centre share: ₹1.5 lakh per house.
  • ISSR (In-situ Slum Redevelopment): slum land redeveloped with private partner; slum dwellers get a free house. Centre share: ₹1 lakh per house.
  • CLSS (Credit Linked Subsidy Scheme): interest subsidy on housing loans from banks/HFCs.

PMAY-G — eligibility

  • Drawn from the SECC-2011 (Socio Economic and Caste Census 2011) list of “houseless” or “0-1-2 kuccha” households.
  • Verified by Gram Sabha → published Permanent Wait List (PWL).
  • Subsidy: ₹1.20 lakh in plain areas, ₹1.30 lakh in hilly/IAP/difficult areas. Released in 3 instalments linked to construction stages (foundation, lintel, completion), via DBT to Aadhaar-seeded bank account. Toilet under SBM-G adds ₹12,000.

You cannot self-apply to PMAY-G in 2026 — applications have been closed since the SECC list was finalised. New beneficiaries enter only through:

  • AwaasPlus survey app (state-driven re-verification, ongoing rounds since 2018).
  • Gram Sabha additions for genuinely missed cases.

If you're in a village and not on the list, your route is to push for an AwaasPlus survey through the Gram Panchayat → Block Development Officer → DRDA — or RTI for the basis of your exclusion.

Step-by-step process (PMAY-U citizen application)

Step 1 — Check eligibility

  • Income: EWS ≤ ₹3L, LIG ₹3–₹6L, MIG-I ₹6–₹12L, MIG-II ₹12–₹18L (annual family income).
  • No pucca house owned by any family member (you, spouse, unmarried children) anywhere in India.
  • Aadhaar mandatory (for you, head of family).
  • Family must not have availed central housing assistance under any earlier scheme.

Step 2 — Visit the portal

  • Click “Citizen Assessment” → choose category (Slum Dweller / Benefits under 3 components / Awaas+).
  • Enter Aadhaar number + name as on Aadhaar → consent → Aadhaar OTP verification.

Step 3 — Fill the application

  • Personal: name, DOB, gender, caste category, marital status, mobile, email.
  • Family: spouse + children (Aadhaar of each if available).
  • Address: state, district, city, ward, PIN, ULB (Urban Local Body).
  • Income: annual household income — supported by ITR / Form 16 / income certificate from Tehsildar.
  • Bank: account number, IFSC, holder name (must be Aadhaar-seeded for DBT).
  • Land details (BLC mode): survey number, area, ownership document, plot photos.

Step 4 — Upload documents

  • Aadhaar (head + all family members).
  • Income certificate or ITR-V.
  • Caste certificate (if SC/ST/OBC for reservation in some verticals).
  • Disability certificate (if applicable — priority bracket).
  • Bank passbook front page.
  • Recent passport-size photo.
  • Land documents (BLC) — 7/12 extract, mutation, no-encumbrance.

Step 5 — Submit

  • Application Number generated. Save it. SMS + email confirmation sent.
  • Status visible at “Citizen Assessment → Track Status” → enter Application Number / Aadhaar.

Step 6 — SLNA / ULB approval

  • State Level Nodal Agency (SLNA) verifies eligibility — typically within 30-90 days.
  • Field verification by ULB (Municipal Corporation / Municipal Council ward officer).
  • Beneficiary list published on portal + ULB notice board.

Step 7 — Subsidy disbursement (BLC mode example)

Subsidy is released to your Aadhaar-seeded bank account in 3 instalments linked to geo-tagged construction milestones:

  • Instalment 1 (₹50,000-₹75,000): on plinth completion. Upload geo-tagged photo via the AwaasApp.
  • Instalment 2 (~₹75,000-₹1 lakh): on lintel level.
  • Instalment 3 (~₹50,000-₹75,000): on roof / completion.

Total varies by state due to top-ups (Maharashtra adds ₹1L; Tamil Nadu ₹1.5L; Karnataka ₹1.2L; Rajasthan ₹50,000; etc.).

Step 8 — CLSS (if you are taking a home loan separately)

  • Applied through the lending bank or HFC (SBI, HDFC, LIC HFC, ICICI, PNB, etc.) — not directly to PMAY portal.
  • Bank includes you in the next batch claim to Central Nodal Agency (NHB or HUDCO).
  • Subsidy credited as upfront deduction from the loan principal.
  • Track at https://pmayuclap.gov.in with loan account number.

Common reasons your PMAY application gets stuck

  • SECC-2011 exclusion (PMAY-G). Family wasn't on the original list; not surveyed in AwaasPlus. Solution is survey-based, not RTI-based.
  • Income certificate ceiling crossed. Husband's income alone might be < ₹3L but combined family > ₹3L. Reapply under correct category.
  • Spouse already has Aadhaar-linked house elsewhere. PMAY checks across India — even an inherited house in your spouse's village can disqualify the urban application.
  • Bank account not Aadhaar-seeded. First instalment will be released into the void; will return-bounce after 7 days.
  • SLNA approval delay. Some states are slow — Maharashtra has averaged 5-8 months for BLC approvals (RTI Wiki tracker, Mar 2026).
  • Construction-progress photo not uploaded. BLC subsidy is milestone-based; without geo-tagged photos via AwaasApp, second + third instalments are blocked.
  • Funds returned by bank because the account is dormant or has been closed by the bank for KYC issues. Need re-validation + re-push request.
  • Plot title issue (BLC). As in Sushma's story — the ward office holds back NOC pending title clarity, and nobody tells you.
  • Duplicate application detected. The portal does Aadhaar-based deduplication; multiple attempts get flagged and held.
  • Caste certificate / disability certificate not uploaded for reservation verticals.

Rung 2 — State Level Nodal Agency (SLNA)

Each state has a designated SLNA — Maharashtra (MHADA / Slum Rehabilitation Authority), Tamil Nadu (TNUHDB), Karnataka (Rajiv Gandhi Housing Corporation), UP (SUDA), etc. Find yours at pmay-urban.gov.in → “Stake Holders” → state directory.

  • Write to the State Mission Director, PMAY-U with the application number.
  • Higher response rate than helpline; can move stuck files.

Rung 3 — Local body — DUDA (urban) / DRDA (rural)

  • DUDA (District Urban Development Authority): the executing agency at district level for PMAY-U. Find your DUDA via state housing department directory.
  • DRDA (District Rural Development Agency): the rural counterpart for PMAY-G. Block Development Officer (BDO) is the local point.
  • Municipal Corporation / Municipal Council: the actual ULB approving + verifying urban applications. Ward officer for your ward.

Rung 4 — CPGRAMS

  • https://pgportal.gov.in → “Ministry of Housing and Urban Affairs” (PMAY-U) or “Ministry of Rural Development” (PMAY-G).
  • Routes to a Joint Secretary level official for tracking. Useful trail.

Rung 5 — Right to Information (RTI)

The MoHUA, MoRD, every State Housing Department, every SLNA, every DUDA, every DRDA, and every Municipal Corporation are public authorities under §2(h) of the RTI Act 2005. PMAY operational data is largely proactive disclosure under §4(1)(b).

RTI helps here when:

  • Your application is “under processing” > 90 days — RTI to PIO at SLNA / DUDA for the file note + dealing officer + reason for hold.
  • Your name appears on the published beneficiary list but no instalment has come — RTI to PIO ULB / DUDA + PIO of the bank's payment processing centre.
  • Geo-tagged photo uploaded but next instalment not released — RTI for the technical verification log + photo approval status.
  • NOC from another department (PMC Ward, Tehsildar, Forest, etc.) is missing and nobody tells you — RTI surfaces the requirement (Sushma's case).
  • For PMAY-G — RTI to PIO Block Office for the SECC-2011 status of your family + the AwaasPlus survey log + reasons for exclusion.
  • Subsidy disbursed but bounced from bank — RTI to PIO SLNA for failure code + bank retry status.

RTI does NOT help here when:

  • SECC-2011 eligibility dispute (PMAY-G) — RTI can give you the basis of your exclusion, but actually getting included requires either a Gram Sabha resolution or an AwaasPlus re-survey. Pursue both in parallel.
  • Income criterion dispute — if your income certificate genuinely shows > ₹18 lakh, no RTI will create eligibility. Recompute / regenerate the certificate first.
  • CLSS denied because the property doesn't meet carpet area limits (60 sq m EWS/LIG, 160 sq m MIG-I, 200 sq m MIG-II) — that's a scheme rule, not an information issue.
  • To dispute land ownership for BLC — title clarification is a civil matter; RTI to revenue department can give you records but cannot adjudicate title.

FAQs

Q. I'm a tenant in a city slum — can I apply under PMAY-U?
Yes — under the In-situ Slum Redevelopment (ISSR) vertical, slum dwellers (whether on private or government land) listed in the slum census get rehoused, typically free or at nominal cost. Apply through your Municipal Corporation's slum cell.

Q. We are 4 brothers living jointly. Can each apply?
PMAY is per family (defined as: husband, wife, unmarried children). Each adult brother + his immediate family is a separate “family” and can apply separately, provided no member of that family already owns a pucca house.

Q. I had IAY benefit 12 years ago — can I get PMAY-G?
No. Earlier central housing assistance disqualifies you from PMAY (-U or -G). One lifetime benefit per family.

Q. CLSS — can I claim if I bought a flat in 2024?
Eligibility is at the time of disbursement of the loan. If your home loan was disbursed before 31 March 2022 (the original CLSS deadline), claim through your bank if not already done. PMAY-U 2.0 has reactivated CLSS for new loans — confirm with your bank and verify on pmayuclap.gov.in.

Q. Do I need to repay the PMAY subsidy?
No. It's a grant, not a loan. The CLSS interest subsidy reduces your loan principal upfront — also no repayment.

Q. How long does construction have to be completed (BLC)?
Typically 18-24 months from first instalment, varying by state. Failure to complete may trigger recovery of disbursed amounts. Apply for extension via SLNA if genuinely delayed.

Q. My PMAY-G subsidy was credited to a wrong bank account.
File RTI to PIO Block Office + PIO of the bank's regional payment hub for the failed-credit log + retry. Most bank-side bounces auto-retry within 7 days; if longer, RTI surfaces the problem.

Q. The Gram Pradhan is asking for a bribe to put my name in the AwaasPlus survey.
File a complaint with the District Magistrate + Block Development Officer in writing. Parallel RTI to the BDO asking for the AwaasPlus survey schedule + your survey status. PMAY-G has explicit anti-corruption guidelines; bribe demands are reportable to the Vigilance Officer.
