Procedure to get information
Any person seeking information under the Act shall file the application between 11 A.M to 1 PM in a Court working day to the authorised person in Form A and deposit application fees as per Appendix A of the Rules with the authorised person.
The Authorised person shall duly acknowledge the applicant as provided in Form B.
Provided that a person who make a request through electronic form shall ensure that the requisite fee is deposited in cash with the authorised person within 7 days of his sending the request through electronic form, failing which his application shall be treated as dismissed.
Transfer of application will be done in Form C Rejection of information falling under Section 8 or 9 will be done in Form D Supply of information will be in Form E

The electronic-request trap
The rules say a person who sends a request through electronic form must deposit the requisite fee in cash with the authorised person within 7 days, failing which the application shall be treated as dismissed. So an emailed RTI to the High Court is not “filed” until the fee physically follows — calendar the 7 days and carry the acknowledgment.

Can I file any time of day at the counter?
Under these rules, applications are received 11 a.m. to 1 p.m. on Court working days — plan the visit; a holiday list is on the Court's site.
Do the State's RTI rules apply to the High Court?
No — as a competent authority under §2(e), the High Court makes its own rules under §28; these Patna HC Rules (with the 2009 amendment) govern.
My application was transferred — did the clock reset?
A transfer under Form C works like §6(3): the receiving office handles it; keep both dates and raise the gap in the first appeal if the reply is late.
Where does the first appeal go?
To the appellate authority within the High Court establishment per the rules (Form F, §19(1)) — then the State Information Commission for Bihar, not the CIC.
