Every Maharashtra property question starts with the same three documents, and all three are on the portal. What the portal cannot do — correct an entry, unstick a mutation, explain a 12-year-old recording error — is a records-and-process job, and that is where the RTI Act pays for itself.

The three documents

  1. Property card — the urban sibling, from the city survey records: flat, plot or building ownership history
  2. Both sets update from mutation entries — the register that records every transfer, inheritance, mortgage or partition; an unregistered mutation means the 7/12 still shows the old owner

On bhulekh.mahabhumi.gov.in, choose the record type, then district, taluka and village — or search by survey number. The view is free; a certified copy, where a transaction needs one, comes from the Talathi's office or the Setu/Sarathi centre on payment of the prescribed charge.

When the record is wrong

1. **File the mutation/correction with the Talathi** with your deed, death certificate or decree — the document that proves the change
2. **The Circle Officer disposes of mutation entries**; disputes over title itself go to the civil court, never the revenue office
3. **Track the diary number** — every submission gets one; the mutation register entry is the proof of processing
4. **Stuck beyond the ordinary period?** Ask, in writing, through the RTI route below — mutation registers move when they are about to be produced

  1. The name on the 7/12 or property card should chain cleanly to the seller's deed; a gap means a missing mutation
  2. Check the encumbrance notings — mortgages and court orders appear in the 12 half
  3. Agricultural land carries conversion and ceiling questions no portal copy answers — that is legal work
  4. The portal view is informational; for the transaction, take the certified copy

Real example. Dr. Shrawan Kumar Pathak's inherited survey number still showed his grandfather as holder — three mutations unregistered across two decades. The Talathi's office received the papers and filed them. Eight months of silence ended with one RTI: the mutation register entries for the survey number, pending counts for the taluka, and the diary status of his own file. Two of the three mutations were entered within a month; the register extract moved the third past its objection.
