Quick answer: Read the rejection SMS before escalating. TRAI's official MNP FAQ says a UPC requires cleared post-paid billed dues, at least 90 days on the current network, no ownership-change request, no unfulfilled exit obligation, no court prohibition or sub-judice bar, and seven days since a SIM swap or replacement. The rejection reason must be sent by SMS.
Read the rejection SMS before escalating. If you meet the conditions, send PORT followed by the ten-digit mobile number to 1900 and use the UPC with the new operator. If the rejection is wrong, complain first to the current operator's complaint centre and then to its published Appellate Authority. TRAI sets the framework but does not act as the individual complaint desk.
A failed UPC generation and a rejected porting request are different stages. Save the SMS from 1901, the porting form, current bill and every complaint number. A vague allegation that an operator is blocking you is weaker than showing which TRAI condition was satisfied and which rejection code was applied.
Use the service owner's written grievance route first and preserve its acknowledgement. Escalate only to the regulator, appellate authority, Commission or police route that applies to this issue. A telephone assurance is not a closure record. If a public authority holds the missing status, note, inspection report or reason, request that existing record precisely; RTI does not compel a desired service outcome.

Send PORT, a space and the ten-digit mobile number to 1900 from that number. The UPC comes from 1901 if eligible.
TRAI's FAQ requires seven days to have elapsed after a SIM swap or replacement.
TRAI describes a two-tier operator complaint system; use the complaint centre and then the operator's Appellate Authority.
The official criterion requires outstanding dues for issued bills to be cleared. Keep the final payment receipt.
