How to apply for an income certificate

You need an income certificate when a scholarship, EWS quota, or housing scheme asks the tehsildar to certify last year's family income. Apply on your state e-District portal or on ServicePlus. Fee and validity are set by your state, not by a national form.

Why people ask for an income certificate

The paper is a revenue certificate. It is not an income-tax return. The tehsildar or SDM states the family's assessed income for a period the form names, usually the last financial year. Offices then use that figure to decide a quota, a fee waiver, or a scheme.

Keep the purpose in mind before you fill the form. Some schemes want a plain income certificate. Others want a separate income and asset paper for EWS. Using the wrong PDF is a common reject.

Scholarship and NSP

School and college scholarships, including many on the National Scholarship Portal, ask for current family income. The institute verifier often matches the certificate to the NSP form. If the year, name, or figure differs, the file sits at institute verification.

Apply for a fresh certificate before the NSP window if the old one will expire mid-process. Track later on how to apply on NSP.

EWS reservation

EWS is not a caste category. It is an income-and-asset test for people who are not covered by SC, ST or OBC reservation. Many states still ask you to upload a recent income certificate as supporting proof, then issue a separate EWS or income-and-asset certificate.

Do not treat the income PDF as an EWS certificate. Confirm the current income and asset tests on the form you are filling. Limits change by notification. This page does not print a rupee ceiling.

Housing and other welfare

Housing schemes, hostel seats, and some state welfare forms ask for certified income. For PMAY-type housing, check income slabs on the official MIS, not on this page.

A ration card is a different document. Some states want income proof when you add a name. Start at your state food department. See how to apply for a ration card.

Why you need it Who usually asks What to confirm
Scholarship / NSP School, college, NSP verifier Year of income and name spelling
EWS quota Exam body, college, recruiter Separate EWS or asset certificate if listed
Housing / PMAY-type scheme ULB, BDO, state housing MIS Current income slab on that scheme portal
Fee waiver or hostel School or college Validity date printed on the PDF
Other state welfare Tehsil or department counter Whether they want income, caste, or both

Income certificate apply online: e-District and ServicePlus

There is no national income certificate. Your state revenue department issues it. The usual online route is the state e-District site or NIC ServicePlus at serviceonline.gov.in.

Large states run their own citizen portals. Smaller states often sit on ServicePlus. If you are unsure, start at ServicePlus or at services.india.gov.in and search for income certificate plus your state.

Verb-led steps on ServicePlus

  1. Register or log in with mobile and OTP.
  2. Choose Apply for Services, then View all available services.
  3. Search Income Certificate or Aay Praman Patra.
  4. Fill the form for the tehsil where you live.
  5. Upload the documents the service list shows.
  6. Pay only if the portal shows a state fee.
  7. Save the application reference number and the submission date.

Verb-led steps on a state e-District portal

  1. Open your state's .gov.in e-District, Seva, or Lok Seva site.
  2. Create a citizen login. Aadhaar e-KYC is common, not always mandatory.
  3. Select the revenue service named Income Certificate.
  4. Enter family members and income from salary, business, farm, rent, pension, and interest.
  5. Include spouse and dependent children if the form defines family that way.
  6. Submit. Note the reference number from SMS or the receipt.

Offline is still open. Walk into the tehsildar or SDM office, a CSC, or a Jan Seva / Lok Seva Kendra. Ask for the same service name. Carry originals for verification.

Fee, timeline, and validity in 2026

Fee is set by your state. Some states charge nothing. Some charge a small stationery or online-payment amount shown at checkout. There is no all-India fee. Ignore WhatsApp lists that quote one rupee figure for every state.

Timeline is also state-made. Many states print a Right to Public Services clock on the acknowledgement. Read that clock. Do not assume a seven-day or thirty-day national rule.

Validity varies. Brief practice across states is often one to three years, or the date printed on the PDF. Scholarships and EWS forms may still demand a certificate for a named financial year even if the PDF looks unexpired. When the printed date is close, apply again.

Track a filed application on the same portal: Track Application, then reference number plus submission date. A status guide lives at income certificate status check 2026.

Income certificate documents required

Follow the checklist on your service page. Typical papers, to confirm locally, are:

Upload clear scans. Name spelling must match Aadhaar if the portal runs e-KYC. A mismatch sends the file to query.

Do not buy a ready-made affidavit from an agent unless the official form asks for a stamped declaration.

Common mistakes that delay the file

False income is an offence in state rules. The certificate can be cancelled and benefits recovered. File the real figure.

If the tehsildar sits on it: file RTI

The application file, the inspector's note, and the officer's name are public information. Apply under RTI Act 2005 s.6(1) to the Public Information Officer in the tehsildar / SDM office that received the form.

The PIO must reply in 30 days under s.7(1). Silence is treated as refusal. File a first appeal under s.19(1). State RTI fee and mode are in RTI fees by state.

Draft wording with the AI RTI Drafter. If the PIO is silent, use the First Appeal Builder.

To
The Public Information Officer
Office of the Tehsildar / Sub-Divisional Magistrate
[Tehsil, District, State]

Subject: Information under s.6(1) of the RTI Act, 2005: income certificate application [NUMBER]

1. Current status of income certificate application number [NUMBER] dated [DATE], with the file-movement register from receipt to today.
2. Name and designation of the official with whom the file is pending, and from which date.
3. Copy of the field verification or patwari / revenue inspector report, if any.
4. The Right to Public Services timeline notified for this service in this district, and whether that timeline has been exceeded.
5. If queried or rejected: copy of the note and the documents still treated as deficient.

Please reply within 30 days under s.7(1). If another officer holds the record, transfer under s.6(3) and inform me.

Keep the portal screenshot with the RTI. Visit the counter with the acknowledgement if a query is open. An RTI does not replace missing documents.

Frequently asked questions

How to apply for income certificate online?

Use your state e-District portal or ServicePlus. Log in, choose Income Certificate, fill family income, upload the listed proofs, and save the reference number. Offline, file at the tehsildar office or a CSC.

What is e-District income certificate?

It is the same revenue certificate, applied through the state's e-District or ServicePlus stack. The tehsildar still signs it. The portal only takes the form, fee if any, and the download.

What documents are required for income certificate?

Typically photo ID, residence proof, and income proof that matches your work: salary slips or Form 16, ITR, farm land extract, pension proof, plus a self-declaration. Confirm the live list on the service page.

How long is an income certificate valid?

Validity is printed on the certificate and set by the state. Across states it is often one to three years. A scheme can still demand a named financial year. Read both.

Is an income certificate the same as an EWS certificate?

No. An income certificate states assessed income. EWS is a separate income-and-asset certificate for people not in SC, ST or OBC reservation. You may need both.

How do I check income certificate status?

On the same portal, open Track Application. Enter the reference number and the submission date. Details: income certificate status check 2026.

What if the tehsildar delays my income certificate?

Answer any portal query, then visit the tehsil with the acknowledgement. If the printed service clock has run out, file RTI under s.6(1) to the tehsildar PIO and appeal under s.19(1) if there is no reply in 30 days.
