RTI Filing — Starter Checklist
Tick each line before you submit. This catches the issues that cause most RTIs to be transferred or rejected.
1. Identify the right public authority (PA)
- Is the body funded by, or substantially financed by, the government? (only then is it a PA under Sec. 2(h))
- Is the information held by this PA, or do you need to ask another one?
- Have you found the PA's Public Information Officer (PIO) contact and address?
- For central bodies — try rtionline.gov.in. For states — check the state RTI portal.
2. Frame your questions
- Single subject — don't mix unrelated topics in one RTI.
- Specific period and place — avoid "all data, all time".
- Numbered questions, plain language, no advocacy.
- Ask for information that exists in records, not opinions or predictions.
- If asking for documents, name them (notings / file no. / minutes / RTI register).
3. Attach the right proofs
- Self-declaration that you are an Indian citizen (one line in the application).
- Application fee — INR 10 by IPO / DD / postal order, payable to the PA's accounts officer (varies by state).
- If BPL — attach BPL card copy (no fee payable).
- Address for reply — include PIN code and a working mobile.
4. Submission
- By post — use Speed Post or Registered. Save the slip.
- By portal — save the registration number, screenshot of the receipt, and any SMS confirmation.
- Make a personal photocopy / PDF of the full application + proofs.

- Copy of submitted RTI
- Submission receipt
- Proof of fee / BPL
- Any reply / acknowledgement received
