Sikkim is a small state — six districts (Gangtok, Pakyong, Mangan, Namchi, Gyalshing and Soreng), a 2011 census population of roughly 6.1 lakh, and only about a quarter of its people living in urban areas. Property tax in Sikkim is therefore a municipal-issue problem, not a rural one; if your holding is inside a town limit it is taxed by the local body, and if it is outside, the record you want probably sits with the Block or the Land Revenue office instead. Knowing that single fact up front saves most citizens one wasted RTI cycle.
Property tax in Sikkim is levied and collected by Urban Local Bodies under the Gangtok Municipal Corporation Act, 1975 and the corresponding municipal Acts and notifications that govern the other towns. The tax is usually a single consolidated demand called the annual property tax, built up from sub-heads such as the general tax, water tax, street lighting tax and scavenging/sanitation tax. The holding is identified by a holding number / property ID issued by the local body, plus the ward number.

The Gangtok Municipal Corporation is by far the largest and most active of these bodies — it was first constituted in 2010, currently has 19 wards, and runs its citizen services (trade licence, building permission, birth and death, solid waste and the Online Municipal Services payment window) through its official site gmc.sikkim.gov.in. For holdings inside the GMC limit, the property tax record and the RTI route both run through GMC.
If your holding is in a rural area outside any ULB, Sikkim does not levy a municipal property tax on it in the same way; the equivalent record is usually the land revenue / house tax maintained at the Block Administrative Centre or with the District Collector's office. In that case the public authority for your RTI is the Block or the Land Revenue & Disaster Management Department, not the municipality — and you may instead want the Sikkim property-mutation RTI guide.
For practical purposes, identify your ULB before you do anything else. Most rejected Sikkim property-tax RTIs are rejected only because the citizen posted the application to the wrong office.
Sikkim's municipal offices still work substantially on paper, and the GMC's online services window covers payments more than it covers records. That means a citizen who needs a documented answer about their own property tax — for a sale, a loan, a mutation, a dispute, or simply because a receipt was lost — usually cannot get it from a website and must ask for it in writing. The RTI route is the cleanest legal way to force that written answer within a fixed clock.
Common Sikkim scenarios where an RTI is the right tool:
In every one of these, the underlying record — the property tax ledger, the demand register, the assessment/reassessment order, the rebate eligibility note, the receipts — is information under section 2(f) of the RTI Act held by a Sikkim public authority, and you have a statutory right to a copy under section 6(1) read with section 7(1). Every Sikkim public authority must designate a Public Information Officer (PIO) and a First Appellate Authority (FAA) under sections 5(1) and 5(2) of the RTI Act, and must publish their names, designations and addresses under section 4(1)(b). For property tax, the PIO sits inside the ULB. The Gangtok Municipal Corporation publishes its RTI forms (Form A application, Annexure E fee particulars and Annexure F first appeal) on its RTI page, which is the single most useful Sikkim-specific resource for a property-tax applicant.

Sikkim charges Rs. 10 per application as the RTI application fee, set under the Sikkim RTI Rules framed under section 27 of the Act. What is unusual about Sikkim — and what catches citizens who copy a mainland template — is the mode of payment. Sikkim does not accept an Indian Postal Order for state RTIs; the fee must be paid by Treasury Challan deposited under the prescribed head of account.

Two practical points. First, a Treasury Challan is generated at the District Treasury Office (Gangtok Treasury for GMC) against the head of account the ULB prescribes; GMC's RTI page and notice board list the exact head. Take two copies — one for the treasury, one stamped and returned to attach to the RTI. Second, if you hold a BPL / Antyodaya card, attach a self-attested copy to the application and you pay nothing — not the Rs. 10, not the photocopy charge. Do not send an Indian Postal Order “just in case”. A Sikkim PIO is within the rules to return your application as improperly paid, and that costs you a full 30-day cycle.

If day 30 passes without a reply — or you get a reply that is silent, evasive, or wrong — your next step is a First Appeal under section 19(1), filed within 30 days (reckoned from the PIO's reply date, or from the day the 30-day window lapsed if there was no reply). In Sikkim the FAA is usually the officer one rung above the PIO — at GMC that is typically the Municipal Commissioner; at a municipal council it is the Council President / Executive Officer; at a Block it is the Additional District Collector / Sub-Divisional Magistrate.
Use Annexure F (the Sikkim First-Appeal form, also on GMC's RTI page). Attach a copy of the original RTI, the challan, the postal proof, and the PIO's reply (if any). Address it to the FAA at the same office. The FAA must decide within 30 days, extendable by 15 (section 19(6)). A First Appeal is cheap (no extra fee in Sikkim) and it works surprisingly often — many Sikkim PIOs reply the day the FAA's office forwards the appeal.
If the FAA also fails, you go to the Sikkim Information Commission under section 19(3), within 90 days of the FAA order or of the FAA's deadline lapsing. The Commission is the state's apex RTI body, listed as a department on the Sikkim state portal and based in Gangtok; its verified phone line is 03592-202326 (Gangtok area code).
There is no online second-appeal portal for Sikkim — file the appeal in writing, in English or Nepali, by Speed Post to the Sikkim Information Commission at Gangtok, attaching copies of the original RTI, the challan, the postal proofs, the PIO reply, the First Appeal, and the FAA order. Number the annexures and include a short “grounds of appeal” and the “relief sought”. The Commission registers the matter, issues a registration number, and lists it for hearing; in many cases it permits written submissions, so a Sikkim resident outside Gangtok does not always need to travel.
While the second appeal is pending, parallel pressure helps. File a grievance on the Centralised PG Portal (CPGRAMS) at pgportal.gov.in for the urban-development angle, and use Awaaz RTI to escalate publicly if the silence continues.
