Direct answer. Saubhagya provides free electricity connection to poor un-electrified households in rural + urban areas. Connection includes: meter, service line cable, energy-efficient bulbs (5), LED light, and switch. Beneficiary pays nothing for connection — only consumption (₹40–150/month typically).
If your Saubhagya electricity connection isn't resolved through the regular complaint route, you can file an RTI to force the public authority to either act or explain in writing why they haven't. The fee is ₹10 (free if you're BPL).
