Ramesh Yadav, 38, agricultural labourer in Madhubani district, Bihar. Worked 65 days on village road repair under MGNREGA between September and November 2024. Total wage entitlement at Bihar wage rate ₹220/day = ₹14,300. Received only ₹5,900 by January 2025 — ₹8,400 missing.
The Gram Panchayat Secretary said “FTO is generated, payment is from Bihar's NREGAsoft side”. The block office said “talk to your GP — your bank account may be the issue”. Ramesh's wife visited the bank — they said “no incoming MGNREGA credit since November 2024”. A 3-way stalemate.

Reply on 28 February 2025 — Day 41. BDO RTI confirmed: 65 days of muster-roll entries are correct, FTOs generated for ₹14,300 total. DPC RTI revealed: 44 days of FTO had been bounced back from Bihar's NREGAsoft due to NPCI Aadhaar de-seeding. SBI RTI confirmed: Ramesh's account had been de-seeded from NPCI in October 2024 due to a name-mismatch on the system — never communicated to Ramesh.
Ramesh re-seeded Aadhaar at SBI (one visit, free). The State NREGAsoft re-issued the bounced FTOs on 5 March 2025. ₹8,400 credited on 11 March 2025.
In addition, Ramesh's RTI surfaced grounds for §3(3) compensation — wages delayed beyond 15 days. He filed a §3(3) claim through the GP. The DPC accepted the claim on 18 March and credited an additional ₹420 compensation (calculated at the wage-rate × delay-days × statutory formula).
