Below Poverty Line applicants pay nothing — §7(5) of the RTI Act waives all fees once a BPL certificate copy is attached.

Odisha is unusual: it has a full online RTI filing system plus a separate commission site.

The commission publishes weekly cause lists and full-text orders on its site, so before you travel to Bhubaneswar for a hearing, check whether your matter is listed — and whether a video-conference option is offered for your bench.

• Online: through rtiodisha.gov.in — select the department or district, write your questions, and pay the ₹10 electronically.
• By post: to the PIO of the public authority, with a ₹10 Indian Postal Order or demand draft, or cash against a receipt at the office.
• In person: at the PIO's office; insist on the stamped receipt.

The PIO must first tell you in writing how many pages your answer needs and what it costs under §7(3). Only then do you pay the ₹2-per-page charge. If the reply never asks for a further fee, the information comes free — and if the PIO misses the 30-day clock, the information must be supplied free of charge under §7(6).

The first hour of record inspection is free — and for big registers it is the smart move. Ask to inspect, mark the pages that matter, and order copies of only those. A ₹10 application plus an hour of reading often replaces ₹300 of blind photocopying, and you learn what the file does not say as well as what it does. Beyond the first hour, inspection costs ₹5 for each hour or part.

1. Ask for the written calculation — page count times ₹2, plus postal charges.
2. Reject “search fees”, “processing fees” or flat ₹100-plus demands; they are not in the schedule.
3. File the free first appeal within 30 days with the demand letter attached.
4. Escalate to the Soochana Commission within 90 days. Helpline 18003456777 can tell you the appeal registry's current requirements.

Real example. Kashvi Pathak of Cuttack asked her block office for the beneficiary list of a pond-repair work. The clerk demanded ₹200 “for the register”. She filed the same request online for ₹10, received 6 pages for ₹12, and the list showed 14 ghost beneficiaries — which her first complaint to the commission attached as evidence.
