Below Poverty Line applicants are exempt from every fee on attaching a BPL certificate copy; that waiver is statutory under §7(5).

Central public authorities in either state — post offices, railways, income tax — answer to the Central Information Commission in Delhi, wherever they sit. Filing the second appeal at the wrong commission is the most common waste of the 90-day window.
