Two things distinguish this court for an RTI user. First, the eRTI portal — the guidelines on the portal state that Indian citizens can file applications and first appeals and pay the prescribed fee online, for the High Court and for Uttarakhand's district courts alike. Second, the portal itself tells you its boundary: for information from public authorities other than the High Court, it directs you to the Central or State route concerned — a clean signposting rule worth copying.

What belongs on eRTI is the court's administrative side — establishment, vacancies, infrastructure, procurement, listing administration, its own records management. Case files and judgments come from the copying branch, not from RTI.

A workable administrative request:

1. Name and designation of the Public Information Officer of the High Court.
2. Sanctioned and working strength of the registry as on date.
3. The number of RTI applications received on the eRTI portal in the past year, and those pending beyond 30 days.
4. The average time to issue certified copies in the past 12 months.
5. The procedure for inspection of administrative records.
