Quick answer: There is no single national list of documents for an income certificate. The competent authority, definition of family income, evidence, fee, validity and service time depend on the state or Union Territory and sometimes on the scheme receiving the certificate. Start from your official state e-District/revenue service page, then prepare identity, residence, family-composition and income-source records that match its current checklist.
Use the National Portal of India Services directory to locate your state or UT service, then confirm the details on the official state portal. Check all of these before scanning documents:
A certificate accepted for one scholarship may not satisfy an EWS, fee-concession or other scheme if its period or authority differs.

This is a preparation matrix, not a claim that every state requires every document.
Use the original record and upload a clear, complete scan. Include both sides where they contain text. Keep file size and format within the portal limits. Do not crop a seal, QR code, certificate number or signature. Translate only when the authority requires it and keep the original with the translation.
Names should be consistent, but never alter a source document digitally. Correct the issuing record or use the state's lawful mismatch declaration.

Check whether the state procedure accepts a prescribed self-declaration, employer certificate, revenue enquiry or another substitute. Do not manufacture an affidavit or buy a document from an agent. If the portal returns the application, use the income-certificate rejection guide.

Save the guideline/service page as a PDF, submitted form, document index, payment receipt, acknowledgement and each status screen. This proves what the portal required on the submission date if the checklist later changes.
If the public authority does not explain a delay, ask first through its grievance route. RTI can seek movement dates, the verification report, deficiency note and rule applied; it cannot certify income.
