Why this RTI works

Birth registration is governed by the Registration of Births and Deaths Act, 1969. The Registrar must issue certificate within 21 days (or 30 days under State rules). Delayed registration (>21 days) requires DM permission. Corrections under §15 RBD Act + State Rules. RTI is the enforcement route.
