Quick Reply: In Mizoram you can file your RTI for PMAY housing online at the state portal rti.mizoram.gov.in (built by the Mizoram State e-Governance Society) or by Speed Post. The application fee is Rs. 10 and BPL applicants are fully exempt under the Mizoram RTI Rules, 2012. A reply is legally due in 30 days under §7(1) of the RTI Act 2005, or 48 hours if life or liberty is at stake. If it does not arrive, file a First Appeal under §19(1) within 30 days, then a Second Appeal to the Mizoram State Information Commission under §19(3) within 90 days. This page is the Mizoram-specific companion to the parent guide RTI for PMAY housing — use it for the exact office, fee, portal and escalation path inside Mizoram.

This page corrects a common misconception. For years the standard advice online said Mizoram was “postal-only” for RTI. That is no longer accurate. Mizoram now runs a full citizen RTI portal at rti.mizoram.gov.in — listed among the entries in our State RTI portals directory — with online filing, online payment and online First Appeals, and it is in daily use. The counter on the portal homepage shows thousands of online applications received in 2026 alone. Speed Post still works, but it is no longer the only route. For how this state compares with others, see RTI for PMAY housing across all states and all RTI schemes for Mizoram.
PMAY in Mizoram, as in every state, runs on two parallel tracks, and the office you target depends on which track your house application sits on.
| If your PMAY file is | The scheme | Implementing office in Mizoram | PIO you address the RTI to |
| A rural house, in a village/District Council area | PMAY-Gramin (PMAY-G) | Rural Development Department, Govt of Mizoram, through the District Rural Development Agency (DRDA) and the Block Development Officer (BDO) | SPIO, Office of the BDO / DRDA Project Director, your district |
| An urban house, in Aizawl or a town | PMAY-Urban (PMAY-U) | Urban Development & Poverty Alleviation Department, Govt of Mizoram, through the Aizawl Municipal Corporation / town Local Council | SPIO, Urban Development & Poverty Alleviation Department / your municipal body |
| You are not sure which track | Either | File to the Nodal Officer of the department you think is responsible | The portal will transfer it electronically under §6(3) if it lands at the wrong public authority |
Two things are specific to Mizoram. First, Mizoram's field administration is organised by district — there are eleven districts (Aizawl, Lunglei, Champhai, Mamit, Kolasib, Serchhip, Saiha, Lawngtlai, Khawzawl, Hnahthial and Saitual) — and the DRDA / BDO structure follows those district lines, so your application must name your district and block clearly. The three Autonomous District Councils for the Chakma, Lai and Mara communities operate within these districts (notably within Lawngtlai and Saiha), not as separate districts on top of the eleven. Second, urban Mizoram is administered through Local Councils and the municipal body in Aizawl; the RTI portal itself has a separate registration category for Local Councils in AMC and LMC areas, confirming that these local bodies are part of the information chain for PMAY-U.
If you are not certain which office holds your file, the simplest move is to file online through the portal, choose the public authority that seems closest, and let the Nodal Officer route it. The portal explicitly states that if an RTI is filed against the wrong public authority, the Nodal Officer transfers it electronically to the correct one.
Yes. The Mizoram RTI Online portal at rti.mizoram.gov.in is the single biggest reason this page now differs from the generic advice. It is a genuine, working e-filing system, not a parked page.
What the portal does (verified live on the portal homepage):
Three practical confirmations from the portal:
Portal helpline (shown on the portal homepage): support is available Monday to Friday, 11:00 AM to 3:00 PM, at Landline 0389-2334825 and Mobile 6033206128. The 0389 landline is an Aizawl number, confirming the portal is run out of the state capital.
If the portal is down, or you simply prefer paper, you can still file by Speed Post to the PIO of the relevant department, with the Rs. 10 fee as a court-fee stamp, Indian Postal Order crossed in favour of the public authority, or Treasury challan, as set out in the Mizoram RTI Rules, 2012. Keep the Speed Post acknowledgment — it is your proof of the filing date.
For the step-by-step decision logic and the full template, see the parent guide RTI for PMAY housing, and use the AI RTI Drafter to auto-fill the five questions for your case.
| Step | Fee in Mizoram | Legal basis |
| New RTI application | Rs. 10 | Mizoram RTI Rules, 2012 |
| BPL applicant — new application | Nil (exempt) | Mizoram RTI Rules, 2012; attach BPL certificate |
| First Appeal under §19(1) | Nil | RTI Act 2005 (confirmed on the portal) |
| Second Appeal under §19(3) to the SIC | Nil | RTI Act 2005 |
| Copying charges for the information supplied | As prescribed by the Mizoram RTI Rules, 2012 (typically a per-page photocopy charge) | Mizoram RTI Rules, 2012 |
How to pay online. After you fill the first page of the RTI request form on the portal, a non-BPL applicant clicks Make Payment. The HDFC gateway then accepts net banking, debit card, or Visa/Master credit card. Keep the payment reference — the portal links it to your application number. (The portal's FAQ labels this simply as “the prescribed RTI fee”; the Rs. 10 amount is fixed by the Mizoram RTI Rules, 2012, and the exact figure should be reconfirmed against the live portal's payment page before filing.)
How to pay offline. If you file by post, the Rs. 10 is paid by one of the instruments allowed under the Mizoram RTI Rules, 2012 — most commonly a court-fee stamp or a crossed Indian Postal Order in favour of the Accounts Officer of the public authority. BPL applicants attach a photocopy of the BPL certificate instead of any fee.
For a state-by-state comparison of RTI fees, see RTI fees by state, and for the statutory text of the Act itself, the RTI Act 2005.
The reply deadline is fixed by the central RTI Act, so it is identical across states — but Mizoram's online portal makes the dates easier to prove because every step is time-stamped and SMS-confirmed.
| Day | What happens | Your action |
| Day 0 | You file online or your Speed Post reaches the PIO | Note the portal reference number or postal acknowledgment date |
| Day 1 to 30 | PIO must reply under §7(1) | Wait; the portal sends SMS on transfer and reply |
| If life or liberty is involved | PIO must reply within 48 hours under §7(2) | Flag this in the very first line of your application |
| Day 31 (no reply, or unsatisfied) | You may file First Appeal under §19(1) | File online on the same portal, free of cost |
| Within 30 + 30 = Day 60 max for FAA | First Appellate Authority must decide | Wait; appeal number is generated online |
| Day 61 to 90 | You may file Second Appeal under §19(3) | To the Mizoram State Information Commission, Aizawl |
| Beyond Day 90 | Second Appeal window can close | File early; do not sit on a refused First Appeal |
The 30-day clock starts on the date the application is received by the public authority, not the date you posted it. Online filers get an instant receipt date; postal filers should rely on the Speed Post delivery confirmation, which is why registered post with acknowledgment is worth the small extra cost. Use the RTI Timeline Calculator to map your exact dates, and the AI RTI Drafter to phrase the questions within the §7(1) deadline.
A vague RTI (“give me information about my PMAY file”) is the single most common reason a reply is thin or refused. RTI §6(1) rewards specific, point-wise questions. For a Mizoram PMAY matter, ask five tight questions tied to your own file number:
These five questions work for both PMAY-Gramin (where the relevant MIS is AwaasSoft and the citizen-facing tracker is at pmayg.dord.gov.in) and PMAY-Urban. For the full template with worked illustrations and the common drafting mistakes, read the parent RTI for PMAY housing guide, cross-check your state on RTI for PMAY across all states, and run your facts through the AI RTI Drafter.
A frequent grievance in Mizoram is that a citizen's name is on a beneficiary list or a survey form, but no formal PMAY file number was ever issued, so the applicant does not know what to put in the RTI. This is precisely the situation RTI was designed for — you can ask the department to disclose the records it holds about you by name and address rather than by a file number you do not have.
In your application, give your full name, father's/husband's name, village or ward, district, and the approximate date you applied or were surveyed, and ask: “Please disclose whether any PMAY beneficiary record exists in the name of [], resident of [], and if so furnish a certified copy of that record and the file number assigned.” The department is bound to search its records and answer. If it replies that no record exists, that answer itself becomes evidence you can take to a grievance portal or a Second Appeal.
Do this early. Many applicants lose months assuming “no file number means nothing can be done” — under RTI, the absence of a file number is itself information you are entitled to test.
If the 30 days run out without a reply, or the reply is evasive, your next step is the First Appeal under §19(1) of the RTI Act. You have 30 days from the day the reply was due (or from the date of an unsatisfactory reply).
In Mizoram this is straightforward because the same portal handles it. After you log in to rti.mizoram.gov.in, choose Submit First Appeal, reference your original application number, and state the grounds — usually “no reply received within 30 days under §7(1)” or “reply does not answer the specific questions asked.” The portal confirms that no fee is payable for a First Appeal.
The First Appellate Authority (FAA) is normally the officer one rung above the PIO in the same public authority — for a BDO-level PMAY-G matter, typically the Project Director of the DRDA or the Deputy Commissioner; for an urban PMAY-U matter, typically the Director of the Urban Development & Poverty Alleviation Department. The FAA must dispose of the appeal within 30 days, extendable to 45 days with recorded reasons.
Draft the appeal with the First Appeal Drafter, which inserts the correct sections (§19(1), §7(1)) and your original application details automatically.
If the First Appeal also fails, your final statutory remedy is the Second Appeal under §19(3) to the Mizoram State Information Commission, which is constituted under §§15 and 16 of the RTI Act 2005 and sits at Aizawl. The window is within 90 days from the date you should have heard on the First Appeal, and the Commission may condone delay only if it is satisfied with the reasons.
How to file the Second Appeal:
Before the Commission, the burden is heavily on the public authority to show why information was withheld or delayed — but you must have your paperwork in order. Use the PIO Reply Checker to test whether the reply you actually got is legally adequate, study the RTI case law on this wiki for the propositions that defeat common evasions, and ground every step in the RTI Act 2005 sections you cite.
The Commission can order disclosure, impose a penalty on the PIO under §20, and recommend compensation under §19(8)(b). For Second Appeals that hinge on a procedural slip rather than a substantive refusal, the citizen-friendly voice tool Awaaz RTI can help you narrate the timeline in the format the registry expects, and the First Appeal Drafter keeps the §19(1) step clean before you ever reach §19(3).
RTI is powerful, but it is not your only lever. While the 30-day clock runs, file parallel grievances so that no single channel can quietly ignore you:
Keep every reference number (RTI application number, grievance ID, postal receipt) in one place so a Second Appeal can quote them. The discipline of parallel channels is what turns a stuck file into a moving one.
This is a composite, illustrative example drawn from the typical pattern of PMAY-Gramin disputes; the figures are indicative and not tied to a specific verified individual.
A resident of a village in a Mizoram district had been on a beneficiary list for several years. Survey after survey had been done, a photograph of the house site had been taken, but no installments had been released and no formal file number was ever communicated. After waiting, the resident filed an RTI online through rti.mizoram.gov.in, paying the Rs. 10 fee through net banking, and asked the five questions above by name and address rather than by file number. Within the 30-day window the BDO office replied, disclosing the assigned file number, the SECC-based selection page, and the reason the first installment had stalled — a documentation gap in the joint bank account details. That single reply let the resident fix the gap, raise a parallel grievance on AwaasSoft, and move the file forward.
The lesson is the lesson of this whole page: a specific, point-wise RTI, filed online through the Mizoram portal, almost always surfaces the hidden reason a PMAY file has stalled.
Paste this into the portal's text box (it fits the 3,000-character limit), or print and post it. Replace the bracketed fields. The fee is Rs. 10 unless you are BPL.

After the FAA window, file a Second Appeal under §19(3) to the Mizoram State Information Commission, Aizawl. The full lifecycle, with sample wording for both appeals, is in the parent guide RTI for PMAY housing and summarised in our Mizoram schemes hub.
Yes. rti.mizoram.gov.in is a live, citizen-facing RTI portal run by the Mizoram State e-Governance Society. It supports online filing, online fee payment through the HDFC gateway, online First Appeals and SMS alerts, and there is an iOS app called “RTI Online Mizoram”. The old “Mizoram is postal-only” advice is outdated.
The application fee is Rs. 10, as prescribed by the Mizoram RTI Rules, 2012. The portal's FAQ refers to this simply as “the prescribed RTI fee” and collects it through the HDFC payment gateway; confirm the exact amount on the portal's payment page before filing. Pay online by net banking, debit card or credit card; or offline by court-fee stamp, crossed Indian Postal Order or Treasury challan.
No. The Mizoram RTI Rules, 2012 exempt Below Poverty Line applicants from the RTI fee, provided you attach a copy of your BPL certificate. The portal states this exemption verbatim on its FAQ page.
Yes. Log back in to rti.mizoram.gov.in, choose Submit First Appeal, and reference your original application number. No fee is charged for a First Appeal under the RTI Act.
For a rural house, address it to the SPIO at the BDO / DRDA office for your district, under the Rural Development Department. For an urban house in Aizawl or a town, address it to the SPIO at the Urban Development & Poverty Alleviation Department or your municipal body / Local Council. If you file online and pick the wrong authority, the Nodal Officer transfers it.
Yes. Give your full name, father's/husband's name, village or ward, district and the approximate date you applied or were surveyed, and ask the department to disclose any record it holds about you by name. RTI does not require a file number; it requires enough detail for the PIO to locate the record.
30 days under §7(1) of the RTI Act 2005. If the information concerns your life or liberty, the window is 48 hours under §7(2) — state this in the first line of your application. The clock starts when the public authority receives your application.
File a First Appeal under §19(1) within 30 days, online on the same portal. The First Appellate Authority must decide within 30 days, extendable to 45 with reasons.
The Mizoram State Information Commission, constituted under §§15–16 of the RTI Act 2005, sits at Aizawl. Second Appeals under §19(3) are filed there, within 90 days, after the First Appeal is exhausted.
The portal homepage lists support Monday to Friday, 11:00 AM to 3:00 PM, at Landline 0389-2334825 and Mobile 6033206128. These are the only contact numbers shown on the official page this session, so they are the ones to rely on.
The portal limits the text field to 3,000 characters. If your application is longer, type a short version in the box and upload the full version as a PDF in the Supporting Document column.
Yes. Under §2(j)(i) of the RTI Act you have the right to inspect works, documents and records. State in your application that you wish to take inspection of the relevant PMAY registers, beneficiary lists and inspection reports on a named date; copying charges then apply as prescribed by the Mizoram RTI Rules, 2012 for any pages you want reproduced.
Do both. RTI gives you a legal entitlement to information within 30 days, while a CPGRAMS grievance at pgportal.gov.in and a state-level complaint keep administrative pressure on the file. Parallel channels rarely hurt and often unblock a stalled matter.
