Uttar Pradesh RTI Rules 2015 — fees, forms, appeals

A reference note on the Right to Information Act, 2005 as it operates in Uttar Pradesh under the State's rules. For anything fee-critical, confirm against the official text linked below.

Request for information is required to be made in Form No.2 as prescribed in UP RTI Rules, 2015 (PDF). As per Rule-4(2)[c] of the Rules, an Application for information shall not exceed 500 words. Applicants may use the format annexed to the Rules by typing or legibly writing on plain paper in English or Hindi.

• One subject per application — the word limit forces it; multi-subject applications invite “disjointed” rejections.
• Hindi or English — either is lawful (§6(1)); in UP practice both are accepted everywhere.
• No reason for the request need be given (§6(2)).

1. Application fee: ₹10 — by bank demand draft or pay order (banker's cheque) or Indian postal order or in cash against receipt. BPL certificate holders pay nothing.
2. Other charges:
   1. Information in A-3 or A-4 size paper — ₹2 per page
   2. Large size: actual cost
   3. Publications: actual cost
   4. CD: ₹50 per CD
   5. Inspection: ₹10 for the first hour and ₹5 for every 15 minutes or part thereof thereafter
3. Since the name of the payee of D.D./P.O./IPO is not always clear, enclose a blank crossed IPO with a request to fill in the same.

The UP RTI Rules, 2015 provide Form No.13 as the format for First Appeal under section 19(1), Form No.14 as the format for Second Appeal under section 19(3), and Form-10 as the format for a Complaint under section 18. No fees are charged for appeals.

Please note: a second appeal or complaint against a State public authority goes to the UP State Information Commissioner at its address — not to the CIC, Delhi. (Central offices in UP — Railways, Income Tax, Posts — appeal to the CIC.) Since 17 June 2026, appeals at UPSIC are online-only via upsic.up.gov.in.

The limit is on the application's content — keep the queries themselves comfortably inside it; the safest practice is short, numbered, record-pointing queries.

Cash against receipt, IPO, DD and pay order are the rules' routes; where a department's counter accepts e-payment it does so as convenience — the IPO is the universally safe postal route.
