A rejection is usually a document gap, not a final verdict on your caste. Since a Department of Personnel and Training order of 15 March 2024, each State and Union Territory decides for itself which officers are competent to issue SC, ST and OBC certificates, and every State must upload that list of authorities on its website. Confirm two things before anything else: the officer your State actually names as competent, and the appeal that lies above that officer.
Top reasons for rejection
No verifiable family caste record - the Patwari could not trace the family's caste in school, land or revenue records. Fix: apply for the father's certificate first, or fall back on a school record that shows the caste.
Caste not notified for your State - Article 341 of the Constitution has the President notify Scheduled Castes by public notification separately for each State, and after that only Parliament can include or exclude an entry. A caste that is SC in one State may not be SC in another. For OBC there are two lists, the Central List and each State's own list, and the entries can differ. A certificate fails when the benefit is checked against the list your caste is not in.
OBC creamy layer - parental income above the Rs 8 lakh ceiling takes the family into the creamy layer for Central purposes. The limit came into force on 1 September 2017 through a DoPT memorandum dated 13 September 2017, and it is an income test.
Field verification came back negative - the village verification reported that elders or records did not support the claim. Ask for that report under RTI before you reapply.
Migration from another State - caste status does not transfer with residence. Whether your community counts as SC or ST depends on the Orders notified for the State where you apply, so the normal route is a fresh application there with proof from the State of origin.
7-step recovery checklist
Get the rejection order - insist on a written, reasoned order. If the rejection was verbal, file an RTI for the file noting and the order.
Submit the father's caste certificate - if the father holds one, attach a copy. It speeds up verification.
Or submit a school caste entry - a Class 10 certificate, transfer certificate or school record showing the caste is strong evidence. RTI to the school works if it is lost.
Or file sworn affidavits - the Supreme Court's standard scheme expects a sworn affidavit from the parent or guardian giving the caste, sub-caste and the place the family originally hails from, attested by a gazetted officer. Where records are thin, a joint affidavit from three or four village elders on Rs 10 stamp paper is accepted in practice, and the Patwari counter-verifies it.
OBC creamy-layer correction - submit a fresh income certificate showing income under the Rs 8 lakh ceiling. How salary and agricultural income count depends on the parents' service category under the DoPT creamy-layer orders. Check the current DoPT memorandum before applying.
Re-application or first appeal - appeal to the officer above the rejecting officer, often the Sub-Divisional Magistrate, within the window your State's law allows. Where a 30-day first appeal applies, the clock runs from the rejection order, so file inside it and keep the acknowledgement. The appellate officer can direct re-verification by another Patwari.
Caste Scrutiny Committee (last resort) - for a certificate to be used in admission to an educational institution or appointment to a post, the dispute goes to the State's Caste Scrutiny Committee, a quasi-judicial body of three officers that decides the caste claim finally at that level.
Appeal route, window, and fee
Who you appeal to: the officer senior to the one who rejected. Since March 2024 the competent issuing authority varies by State, so read the list your State has published on its website rather than assuming the officer a neighbouring State uses.
The standard scheme: the Supreme Court has directed that a social status certificate be issued by the Revenue Sub-Divisional Officer, Deputy Collector or Deputy Commissioner, and not at the Taluk or Mandal level. The first appeal normally lies above that officer, and any further ladder is fixed by your State's own law.
Window and fee: both are set by the State, not by any central rule. Where a State's right-to-services law gives 30 days for the first appeal, treat that as a hard deadline counted from the rejection order. Confirm any fee on the State's own portal, and never pay the verifying officer directly.
Beyond the appeal: for admission and employment disputes the Scrutiny Committee's order is final, subject only to a writ petition under Article 226 before the High Court.
How a caste claim is verified
The 15 March 2024 DoPT order asks every State to streamline issuance and verification of caste certificates keeping in view the Supreme Court's directions in Kumari Madhuri Patil v. Addl. Commissioner (1994). Those directions are the working procedure a committee follows when a claim is contested:
Three-officer committee: an Additional or Joint Secretary or a higher officer of the department concerned, the Director of Social Welfare, Tribal Welfare or Backward Class Welfare, and for Scheduled Castes an officer with intimate knowledge of caste certificate verification, or for Scheduled Tribes a Research Officer who can identify tribal communities.
Vigilance cell: each directorate runs a cell headed by a Senior Deputy Superintendent of Police with Police Inspectors. The inspector visits the residence and the place the family originally hailed from, examines school records and birth registration, questions the parent or candidate, and for tribal communities records the community's traits, rituals, customs and ceremonies.
Show cause before rejection: if the vigilance report calls the claim not genuine, doubtful or spurious, the candidate gets a show-cause notice with a copy of the report by registered post. The reply is expected within two weeks, and at most 30 days where more time is requested. A candidate who asks for a hearing gets one before the committee, with the right to adduce all evidence. Opponents can also be heard.
Time limits: the inquiry should be completed within two months, and its result communicated within one month after it concludes. An application for verification should reach the committee at least six months before the admission or appointment it is needed for.
Provisional admission: if the inquiry is still pending as an admission or joining deadline nears, the candidate is to be admitted or appointed provisionally on the strength of the certificate already issued or a sworn affidavit, subject to the result of the inquiry.
If the committee finds the claim false
This is the outcome to avoid by fixing documents early. Under the same directions the committee passes an order cancelling the certificate and confiscating it. The finding goes to the educational institution or the appointing authority by registered post, and that authority cancels the admission or appointment without further notice and debars the candidate from further study or continuance in office. The parent, guardian or candidate can be prosecuted for making a false claim, and a conviction is treated as an offence involving moral turpitude that disqualifies from elective posts and offices.

Frequently asked questions
Patwari demands a bribe to verify. Bypass?
Do not pay. Ask for any demand in writing, or note the date and time of an oral demand. File an RTI for the field verification report, which makes the file visible, and complain to the State's anti-corruption bureau with that RTI copy. If your State offers online application through an e-district portal, use it and keep the application number.
My grandfather had a caste certificate but it is lost. Recover?
File an RTI to the issuing office of his home district for the register entry or a certified copy. Records from before 1990 may sit with the district archive or the tehsil record room rather than the current office, so address the RTI to both if unsure.
Inter-caste marriage - what caste do the children take?
The Supreme Court held in Rameshbhai Dabhai Naika v. State of Gujarat on 18 January 2012 that there may be a presumption that the child takes the father's caste, and the presumption is stronger where the husband belongs to a forward caste, but it is not conclusive. A child who was brought up by the mother belonging to the Scheduled Caste or Scheduled Tribe community, suffered that community's deprivations, and was treated as a member of it by the community and by outsiders, can claim the mother's caste. The committee decides this on the facts of each case.
Caste certificate revoked after issue. Appeal?
Yes, but the standard is high. Revocation flows from the State's own caste-certificate statute, and the inquiry must first give you a show-cause notice, a copy of the adverse report and a hearing. Beyond the State's appellate route the remedy is a writ petition under Article 226 before the High Court for breach of natural justice.
Application stuck beyond the time limit with no order. What now?
If your State's right-to-services law has a deemed-rejection clause, the lapse of the notified time counts as refusal and opens the appeal. Otherwise treat silence as pendency, not rejection. File an RTI for the file status and noting, and a written reminder to the issuing officer.
My admission deadline is close and verification is incomplete. Can I be admitted meanwhile?
Yes, provisionally. Under the Supreme Court's directions, if the scrutiny is still pending when the last date of admission or appointment nears, you are to be admitted or appointed provisionally on the certificate already issued or a sworn affidavit, subject to the result of the inquiry. Show the institution the committee's pendency in writing.
Do I need the Caste Scrutiny Committee for an ordinary certificate?
No. The committee route is for certificates used in admission to educational institutions or appointment to office or posts. An ordinary certificate is issued by the officer your State names, and a rejection is appealed within the revenue hierarchy of your State.
Is a caste certificate from one State valid in another?
Not automatically. SC and ST status turns on the Orders notified for each State under Articles 341 and 342 of the Constitution, so a community not notified in the State where you claim the benefit is not SC or ST there even if it is notified in your home State. For OBC, the Central List and each State's list are separate and can differ. Apply afresh to the authority competent in the State where you need the certificate.
