1. Second appeals under §19(3) — file within 90 days of the FAA order, or of the FAA's deadline passing without one.
2. Complaints under §18(1) — for offices with no PIO, refused acceptance, or unlawful fee demands.
3. Powers on finding delay or wrongful denial: direct supply of information, compensation to the appellant, §20 penalty on the PIO (Rs 250 per day, up to Rs 25,000) and recommendation of departmental action.
4. Jurisdiction: Rajasthan state public authorities — secretariat departments, district collectors and tehsils, police, local bodies, universities, boards, PSUs. Central offices in Rajasthan answer to the CIC.

rti.rajasthan.gov.in is the state's own RTI portal, listed by DoPT among the official state portals:

• Register with basic details, pick the department and office, type the questions, pay the Rs 10 fee online.
• File and track the first appeal from the same registration.
• Status of application and appeal is visible on the portal — the answer to “what happened to my file” is a lookup, not a phone call.

Portal down or your office unlisted? Paper to the PIO with a Rs 10 IPO works identically in law.

Have the trail in one place:

• RTI copy with fee proof and registration/portal number.
• PIO reply, or the date the 30-day window closed.
• First-appeal copy and the FAA order, or the date its 45-day window closed.
• For a complaint (not appeal): proof of refusal or non-acceptance.

A call produces a courtesy; an RTI produces a file noting. Five questions that work:

1. Status of my appeal / complaint no. _____ dated _____ as on today.
2. Name and designation of the officer holding the file.
3. Reasons for delay beyond the statutory timeline.
4. Copy of the file movement in the last 30 days.
5. Date of listing before the Information Commission and the bench.

• The notice carries a date and mode — Jaipur bench or video conference; either way, the record speaks louder than argument.
• Walk the Commission through four dates: application, reply or silence, first appeal, FAA order or its expiry.
• The PIO explains the refusal or delay; an unsupported “§8 exemption” claim usually collapses when the Commission asks for the file.
• Orders issue in writing and go up on the Commission's decision search; keep the order number for compliance follow-up.

A first appeal that drew no order in 45 days is a complete ground for the second appeal — the law treats the silence as the outcome. In the second appeal, say exactly that:

• date of the RTI application and fee proof,
• date the 30-day reply window closed with no reply,
• date of the first appeal to the named FAA,
• the 45 days that ran out with no order.

The Commission condones the missing FAA order in these cases as a matter of routine — the delay is the office's, not yours.

§6(3) gives the PIO 5 days to transfer it — hold that timeline in your first appeal, not just the 30-day reply clock.

The CIC in Delhi — railways, income tax, banks and central PSUs answer there even when the office sits in Jaipur or Jodhpur.

The state RTI portal carries applications and first appeals; for second appeals, verify the Commission's current module on ric.rajasthan.gov.in — and where it is unavailable, the postal route to Jhalana Link Road with all enclosures is always valid.
