RTI fee in Haryana — 2026 schedule

• Application fee: Rs 10 for non-BPL applicants, “as per the RTI Act”, in the words of the official citizen manual on rtiharyana.gov.in.
• BPL applicants: Rs 0. The portal's filing flow has a dedicated BPL option — no fee is collected. This follows §7(5) of the Act, which applies in every state; no Haryana rule can take it away.
• First appeal: Rs 0. Haryana's portal accepts first appeals online with the same payment modes.
• Second appeal: Rs 0 — but note the special Haryana procedure below.

The governing rules are the Haryana Right to Information Rules, 2009, as amended (the latest amendments on the Commission's rulebook page run through 2024), together with the fee and cost rules listed on the Commission's site.

The state portal's payment aggregator accepts:

5. e-Challan, with cheque or cash at any SBI branch

On paper, the Rs 10 travels as an Indian Postal Order or demand draft favouring the office's accounts officer. Cash across a counter is legal only against a stamped receipt.

Under rule 6 of the Haryana RTI Rules, 2009, the second appeal is filed manually — by post or by hand, in triplicate, enclosing the RTI application, identity and fee proof, the first appeal and the responses received. The state portal does not yet carry second appeals, and its notice says so plainly. Address it to the First Appellate Authority's parent body — the Haryana State Information Commission.

• Second appeal window: 90 days from the FAA order or its due date — §19(3).

• Pick the right public authority. The portal asks you to choose the department or public authority; for district or division level records, the portal guidance is to select the headquarter or directorate listed, not the commissioner or district office.
• Length limits. The portal's citizen manual caps the information subject at about 1,000 characters with a longer description field and attachments up to 20 MB — plan numbered, focused questions.
• Desktop only. The portal warns it does not work on mobile browsers; use a computer.
• Additional fee for copies, if the SPIO demands it, is paid through the same portal's “submit fee” flow with bank details.

1. Insist on the rule number and amount in writing.
2. BPL? Attach the card and cite §7(5) — no charge is lawful.
3. No reply in 30 days: free first appeal, online where the portal allows it — first appeal format.
4. FAA order missing in 45 days or against you: second appeal to the Commission by post, in triplicate, and ask for §20 penalty (Rs 250 per day of delay, up to Rs 25,000) against the PIO.

• Portal payment — the transaction ID on the receipt page; take a screenshot and note the registration number it belongs to.
• e-Challan — the challan number before you pay at the SBI counter, and the stamped copy after.
• IPO/DD on paper — write the number, date and payee into the application itself; keep the counterfoil.
• Cash — only against a stamped receipt; without one there is no proof a fee ever moved, and no 30-day clock to enforce.

When an office says “no fee received”, the first appeal asks two things together: your payment proof, and the office's own fee-register entry for your date. That pairing ends most disputes at the first stage.

No — the state portal's own manual says Rs 10, with a free route for BPL applicants. If anyone cites a higher figure, ask for the notification number in writing.

Yes — the same rtiharyana.gov.in portal carries first appeals alongside applications.

Both work; Form A (rule 3(1)) is the official comfort format, but a plain-paper application with the fee cannot be rejected for lacking a form — what a valid RTI needs.

The first hour of inspection is free; a scheduled hourly rate applies after that, and the PIO must state it in writing.

Per application — Rs 10 once, however many numbered questions on one subject. Only copies, media and extended inspection attract extra charges.
