High Court of Manipur — e-services and the RTI route

A small High Court is not a simpler one for RTI purposes — the line is the same everywhere. What differs in Imphal is practical: distances to the court complex, fewer copy clerks, and a website that carries more of the daily work than litigants expect. Use it first.

Manipur's district and sessions courts and subordinate courts run on the national eCourts platform: track any case free at services.ecourts.gov.in by CNR, party name or FIR number — the full method is on the eCourts case-status page.

• Judicial side — judgments, pleadings, evidence, certified copies: governed by the case process and the Court's copying rules. RTI does not reach a judge's reasoning, in Imphal or anywhere else
• Administrative side — the Court's staff, recruitment, budget, procurement, infrastructure, registers: reachable under the Act, through the officer the Court's disclosures name

Frame every request as a document held by the administration, and the small-court advantage shows: registers are fewer, and answers, when the application is precise, come fast.

3. Certified copies through the process — apply in the copying branch, then RTI only if the register shows the delay
4. Legal aid — the Court's notices carry legal-services announcements; district legal services authorities appear there before anywhere else

Real example. Dr. Shrawan Kumar Pathak advised a relative with a matter in Imphal: no visits, just the cause list each evening and the order copy each morning. When a certified copy stalled past its period, a single RTI — the copying register's entry for the application and the count pending beyond period — moved it inside a fortnight. Distance stopped being the constraint the day the documents started travelling by post.

Not for the decision or the file. RTI, under the Court's rules, reaches the administrative side and process records; the case itself moves through the case process.
