DigiLocker itself is a public service, not a “consumer service” in the strict sense, but if the failure causes a quantifiable financial loss (missed scholarship, lost job offer, vehicle impounded for want of RC, KYC rejection at a bank), you can file a consumer complaint at the District Consumer Disputes Redressal Commission via https://edaakhil.nic.in, naming the issuing authority and the service-deficiency loss. DCDRC handles claims up to ₹50 lakh, State Commission ₹50 lakh to ₹2 crore, NCDRC above ₹2 crore. Filing fee is ₹100 for claims up to ₹5 lakh.
