DigiLocker Not Showing: Fix Aadhaar, DL, RC, Marksheet 2026

Sneha in Lucknow needed her CBSE Class 12 marksheet on DigiLocker for a ₹2.4 lakh scholarship application due 28 March 2026. The “Issued Documents” tab kept saying “No data found at issuer”. Detailed steps for this scenario

  1. Open https://digilocker.gov.in or the app and check “Issued Documents”. Confirm the document is missing, not just hidden under a category filter.
  2. Re-link your Aadhaar in Settings → Aadhaar Linking. Many sync failures are a stale Aadhaar token after a mobile-number update at UIDAI.
  3. Click “Get” or “Refresh” inside the issuer page (UIDAI for Aadhaar, Parivahan for DL / RC, CBSE / ICSE / state board for marksheet) and watch for the exact error message. Screenshot it.
  4. Cross-check your details (full name, DOB, document number) match exactly with the issuing authority's database. Even a missing middle name will block sync.
  5. File a grievance inside DigiLocker via Help → Contact Us → Raise Ticket. Ticket number arrives in 5 minutes.
  6. If unresolved in 7 days, escalate on MeitY Sahyog at https://sahyog.meity.gov.in or PG Portal at https://pgportal.gov.in tagging Ministry of Electronics and IT.
  7. File an RTI under Section 6(1) of the RTI Act 2005 to the actual issuing authority asking why your record is not pushed to DigiLocker.

Where to complain first

When to escalate

  1. Tier 1: DigiLocker in-app grievance. Help → Contact Us. SLA 5 working days. Quote your DigiLocker user ID and Aadhaar last-4 digits.
  2. Tier 2: MeitY Sahyog https://sahyog.meity.gov.in or CPGRAMS https://pgportal.gov.in, tag Ministry of Electronics and IT plus the issuing ministry (UIDAI / MoRTH / MoE). SLA 30 days. CPGRAMS auto-reminders go to the Joint Secretary.
  3. Tier 3: RTI under Section 6(1) of the RTI Act 2005 to the issuing authority, plus parallel RTI to DIC, MeitY, asking for the integration status of your record. SLA 30 days, fee ₹10. First Appeal in 30 days, Second Appeal to Central Information Commission within 90 days.

If a deadline (scholarship, RTO inspection, job joining) is at stake, simultaneously approach the issuing authority physically with the original document. The IT Act 2000 Section 6A read with Rule 9A of the IT (Preservation and Retention of Information) Rules 2009 makes a digitally-signed DigiLocker copy legally equal to the physical, but in a practical emergency a physical original always closes the loop fastest.

DigiLocker itself is a public service, not a “consumer service” in the strict sense, but if the failure causes a quantifiable financial loss (missed scholarship, lost job offer, vehicle impounded for want of RC, KYC rejection at a bank), you can file a consumer complaint at the District Consumer Disputes Redressal Commission via https://edaakhil.nic.in, naming the issuing authority and the service-deficiency loss. DCDRC handles claims up to ₹50 lakh, State Commission ₹50 lakh to ₹2 crore, NCDRC above ₹2 crore. Filing fee is ₹100 for claims up to ₹5 lakh. Government bodies discharging “service” for consideration (driving-licence fee, exam fee, registration fee) fall within the consumer ambit, as held in Lucknow Development Authority v. M.K. DigiLocker is anchored to your Aadhaar mobile, not a separate one.
