Module 08 — Section 11 — Third-party Procedure

Section 11 third-party procedure is mandatory whenever the requested information was supplied in confidence by a third party. The PIO issues a 10-day notice; the third party may represent; total disposal timeline extends to 40 days. The Muniyappan standard makes Section 11 consultation procedurally fatal — omission vitiates the final order.
