Section 8(2) is the public-interest override — a PIO may release information otherwise exempt under Section 8(1) if the public interest in disclosure outweighs the harm protected. After the DPDP Rules, 2025 notified on 14 November 2025, the override for personal information moved from the Section 8(1)(j) proviso into Section 8(2), requiring explicit written balancing.
