Module 05 — Section 8(1) — The Ten Grounds

Section 8(1) lists the ten grounds of rejection — from sovereignty in Section 8(1)(a) to cabinet papers in Section 8(1)(i) to personal information in Section 8(1)(j), as amended by DPDP 2025. Each sub-clause has its own threshold. A PIO must identify the specific sub-clause and link it to the facts; a bare citation of 'Section 8(1)' is not a reasoned order.
