Direct answer. Go to kaliaportal.odisha.gov.in, open the Beneficiary List or Know Your Application Status section, enter your Aadhaar number or district-block-village details, and your enrolment and payment status will display. If money has not arrived, check that your Aadhaar is seeded to your active bank account, your e-KYC is complete, and the account is not frozen. The steps below cover each action in order.

Odisha's KALIA scheme - Krushak Assistance for Livelihood and Income Augmentation - is a state government direct-benefit programme for small and marginal farmers, landless agricultural labourers, and vulnerable farm households. All payments go directly to bank accounts linked to the beneficiary's Aadhaar. This means the status check and any payment problem both trace back to the same two things: whether your name is on the beneficiary list and whether your Aadhaar-bank linkage is active.

This field manual walks through each step in order: confirm your name on the list, trace your instalment, fix the most common blockages, and escalate by RTI if the system does not move.

What KALIA Covers

The scheme has five components, notified by the Government of Odisha, Department of Agriculture and Farmers' Empowerment (Notification No. 23130 / A and FE, dated 22 December 2018).

Component Who Receives It Assistance
Cultivation support Small and marginal farmers Rs 5,000 per season (Rs 10,000 for Kharif and Rabi combined in a year)
Livelihood support Landless agricultural households Rs 12,500 per household (unit cost for one allied-sector activity of choice)
Vulnerable household grant Cultivators or landless labourers unable to work due to old age, disability, or disease Rs 10,000 lump sum per family
Life insurance Cultivators and landless agricultural labourers aged 18-50 LIC life cover of Rs 2,00,000; government pays the farmer's annual premium share of Rs 165
Personal accident cover Same category as life insurance LIC personal accident cover of Rs 2,00,000; government pays Rs 6 premium for age 18-50 and the full Rs 12 for age 51-70

A sixth benefit - interest-free crop loans up to Rs 50,000 - is routed through cooperative societies and Gram Panchayats, not through the direct cash transfer route. No individual receives more than one of the three cash components (cultivation support, livelihood support, or the vulnerable household grant).

For cultivation-support beneficiaries, the total assistance over five cropping seasons from 2018-19 to 2020-21 was planned as Rs 25,000 per farm family. Verify the current instalment schedule and any extension on kaliaportal.odisha.gov.in or at your district agriculture office, as payment rounds may be updated.

Step 1: Confirm Your Name on the Beneficiary List

  1. Open kaliaportal.odisha.gov.in in a browser.
  2. Look for the Beneficiary List link (also accessible directly at the path `/Beneficiarylist.aspx` on the portal).
  3. Select your district, block, and village from the dropdown menus. The portal will display the list of approved beneficiaries for that village.
  4. Search for your name in the list. If your name appears, note the beneficiary ID shown against your record.

If your name is not in the list, your application may be pending, rejected, or your details may have been entered incorrectly. Note the exact spelling of your name and Aadhaar number before going to the next step.

Step 2: Track Your Application or Instalment Status

If your name is on the beneficiary list but money has not arrived, use the application tracking feature:

  1. On kaliaportal.odisha.gov.in, look for Know Your Application Status or the TrackToken section.
  2. Enter your application token number or Aadhaar number as prompted.
  3. The result will show the payment status for each instalment round, including whether a credit has been released.

For a cross-check, go to pfms.nic.in and use the Know Your Payment tool. Enter your bank name, account number, and the OTP sent to your bank-registered mobile. This confirms whether the government treasury has dispatched a payment to your account, independently of the KALIA portal.

If the PFMS shows a payment released but your bank shows no credit, the problem is in the bank linkage - move to Step 3.

Step 3: Fix the Most Common Payment Blockages

KALIA payments go to the bank account seeded to your Aadhaar via the NPCI mapper. Any break stops the credit.

Aadhaar not seeded to any bank account. The most common reason for failure. Visit your bank branch with your Aadhaar and passbook and ask them to seed your Aadhaar to the account. Confirm at dbtbharat.gov.in using the Citizen's Bank Account-Aadhaar Linking Status tool. Allow 24-48 hours for the mapper to update. Full walkthrough: Aadhaar status and linking check.

NPCI mapper points to an old or closed account. If you changed banks after registering for KALIA, the mapper may still point to the old account. Credits to a closed account bounce back. Have your current branch submit a fresh Aadhaar seeding request and recheck at dbtbharat.gov.in after two business days.

e-KYC incomplete or expired. KALIA requires Aadhaar-based e-KYC. If your e-KYC is pending, the portal withholds payment even if your name is on the list. Visit the e-KYC section on kaliaportal.odisha.gov.in and complete the process using OTP or biometric at the nearest CSC.

Account frozen, dormant, or KYC-non-compliant. A dormant or KYC-lapsed account blocks government credits. Visit your branch with identity and address proof to reactivate or update KYC.

Name mismatch between Aadhaar and bank records. Even a missing initial or a pre-marriage name in bank records causes a rejection. Correct the bank name at the branch or update the Aadhaar name at myaadhaar.uidai.gov.in.

Step 4: Check Eligibility and Exclusions

Not all Odisha farm households qualify. The notification specifies that the following categories are excluded:

The scheme also uses data from land records, ration cards, and Gram Panchayat identification for vulnerable households. If you believe you qualify but were excluded, the grievance route is your next step.

Grievance submission was available at the portal but was closed for fresh inclusions as of earlier notices. Check the current status of the grievance or inclusion window at kaliaportal.odisha.gov.in. If the window is closed, the RTI route (below) is your formal recourse.

KALIA Compared to Central Farm Schemes

KALIA and PM-KISAN are separate. Some Odisha farmers receive both. PM-KISAN sends Rs 6,000 per year in three Rs 2,000 instalments to eligible farmers nationwide; KALIA is Odisha-specific with different amounts and payment rounds. Check: PM-KISAN status, PMFBY crop insurance claim status, KCC status, and for Odisha women, Subhadra Yojana status.

Frequently Asked Questions

How do I check my KALIA status without going to the portal?

Visit your nearest Common Service Centre (CSC) or Gram Panchayat office. The operator can look up your beneficiary status and instalment history using your Aadhaar number. Some district agriculture offices also provide a counter service for this.

My Aadhaar is seeded but money has not arrived for several months. What should I do?

First confirm at pfms.nic.in whether a payment was released from the government side. If PFMS shows no release, follow up at the block agriculture office with your beneficiary ID. If PFMS shows a release but the credit did not reach you, ask your bank branch to check whether the NPCI seeding is active and the account is not in a restricted state.

Can a landless labourer and a small farmer in the same household both receive KALIA?

No. The notification states that no individual receives more than one of the three cash components. A household is counted once for either the cultivation support component, the livelihood support component, or the vulnerable household grant.

The grievance window is closed. Can I still get included?

As of earlier notices, the KALIA portal stated that inclusion grievances are closed until further orders. Monitor the portal for any reopening. Alternatively, file an RTI (see below) to obtain the specific reason for your exclusion and the data used to reach that decision. A written representation to your District Collector is also an available administrative route.

How does the life insurance component work in practice?

If an enrolled farmer or landless labourer aged 18-50 dies, the family can claim Rs 2,00,000 from LIC under the life insurance component. In addition, if death or disability results from an accident, the personal accident cover of Rs 2,00,000 is also claimable. The government pays the farmer's share of the premium. In case of a claim, the family should contact the nearest LIC branch with the beneficiary's Aadhaar and bank details and ask the agriculture department to issue a KALIA enrolment certificate.

Can I change the bank account receiving KALIA payments?

Yes. Seed your Aadhaar to your new account at the branch. The NPCI mapper will update and future KALIA payments will go to the new account. For credits that already failed to a previous account, contact the district agriculture office and ask them to initiate a re-credit request.

What if the KALIA portal is down when I try to check?

Both `kalia.odisha.gov.in` and `kaliaportal.odisha.gov.in` have had intermittent availability. If the portal is not reachable, visit your district agriculture office directly or contact the Department of Agriculture and Farmers' Empowerment, Odisha through the state agriculture helpline at 15533 (as listed on agri.odisha.gov.in - verify this number is current before calling). The Krushak Odisha Unified Portal at fup.odisha.gov.in and krushak.odisha.gov.in are linked from the department's homepage and may carry updated information.

Does receiving KALIA affect my PMFBY crop insurance eligibility?

No. KALIA and PMFBY are separate schemes with separate eligibility and enrolment. KALIA is a cash assistance programme; PMFBY is a crop insurance scheme with a separate premium and claim process. Check PMFBY claim status independently.
