Quick answer: Get the restriction type, amount, date, reference and ordering authority in writing. A bank can usually cure its own KYC or inoperative-account restriction after verification. A police, court, tax or other statutory freeze normally needs instructions from that authority or the competent court. RBI CMS can address bank-service failure, but cannot cancel an external legal order.
“Frozen” is not one legal condition. Your app may show the same failed-payment message for an inoperative account, a KYC restriction, a bank risk review, a lien on one amount, a police direction, or a court or tax attachment. The correct remedy depends on who imposed it. Start with diagnosis, create a written record and avoid anyone selling a guaranteed “GRM unfreeze” or private access to a government system.

An account becomes inoperative after more than two years without customer-induced transactions under RBI’s framework. Bank-generated entries such as interest do not by themselves keep it operative. Activation must be allowed after the bank completes customer due diligence.
RBI’s instructions require banks to make activation convenient. KYC updating for activation can be offered at branches, including non-home branches, and through permitted routes such as video customer identification where available. Business correspondents may facilitate the process within the framework. No activation charge may be levied.
RBI’s financial-awareness material states that an inoperative account should be activated within three working days after receipt of a complete application. That timeline belongs to this specific administrative category; it is not a universal deadline for police or court freezes.
Ask what is missing instead of repeatedly submitting every identity document. Provide the officially valid document, PAN or Form 60 information, address update or customer-profile information that the bank lawfully requires. Get a receipt listing what was accepted.
RBI’s 2025 amendment says a regulated entity must allow all transactions for an individual customer categorised as low risk and complete the KYC update within one year after it falls due or by 30 June 2026, whichever is later. June 2026 is therefore not a universal expiry date or a grace period for every account. Confirm the customer’s risk category, KYC due date, bank notices and current Master Direction.
If a complete KYC update is rejected or the restriction remains unexplained, escalate through the bank’s grievance hierarchy. RBI CMS is for deficiency in the bank’s service after the prerequisite bank complaint; it is not a substitute for KYC.
In a fraud investigation, money may pass through several accounts. An account holder can encounter a lien or debit freeze even when the disputed credit arose from an ordinary sale or payment. Preserve invoices, delivery proof, contracts, chats, bank statements, counterparty details and any tax record showing the transaction’s purpose.
Section 106 of the Bharatiya Nagarik Suraksha Sanhita, 2023 authorises police seizure of property alleged or suspected to be stolen or found in circumstances creating suspicion of an offence. It also requires every seizure to be reported forthwith to the jurisdictional Magistrate. The legal validity and scope of a particular bank freeze depend on the actual instruction and case record; this guide does not presume that every restriction uses the same power.

Search results and agents often direct account holders to a “GRM portal”. The I4C/bank grievance-redressal system located during this review is a login surface for authorised I4C, bank and financial-institution users, not a public self-registration form for account holders. Do not pay for access or share credentials.

For a freeze already imposed in someone else’s investigation, the practical route remains the bank’s written reference, the investigating authority and, where necessary, the competent court.

A bank grievance cannot decide a tax objection, set aside a court direction or rewrite a statutory attachment. Use the issuing authority’s rectification, objection, appeal or release procedure and give the resulting written order to the bank.

Under the RBI Integrated Ombudsman Scheme, first complain to the regulated entity. RBI CMS may be used if the bank rejects the complaint, gives an unsatisfactory reply, or does not reply within 30 days, subject to the Scheme’s maintainability rules. The process is cost-free. An Ombudsman can examine bank-service deficiency; it cannot order police or a court to withdraw its direction.
