Apply for adoption through CARA: the verified 2026 route

CARA and CARINGS adoption process for prospective adoptive parents

For adoption of an orphan, abandoned or surrendered child under the Juvenile Justice framework, register only on the designated CARINGS portal. Eligibility, the home study, seniority and referrals are governed by the Adoption Regulations, 2022. CARA does not promise a two-year or three-year match, and no genuine agency can sell a faster place in the queue.

CARA is the statutory Central Adoption Resource Authority under the Ministry of Women and Child Development. It regulates in-country and inter-country adoption of children handled through recognised agencies under the Juvenile Justice system. A PIB backgrounder dated 16 December 2025 (Release ID 2204455) restates the legal frame: the Juvenile Justice (Care and Protection of Children) Act, 2015 as amended in 2021, the Adoption Regulations, 2022, and Model Foster Care Guidelines, 2024.

This guide covers resident Indian PAPs using CARINGS for an orphan, abandoned or surrendered child. Relative adoption, step-parent adoption, inter-country adoption and an adoption under the Hindu Adoptions and Maintenance Act have different protocols. Select the correct category on the portal rather than forcing a family arrangement into the general queue.

Check Regulation 5 eligibility

Section 57 of the JJ Act and Regulation 5 of the 2022 Regulations require PAPs to be physically, mentally, emotionally and financially capable, without a life-threatening medical condition, and not convicted of a criminal act or accused in a child-rights violation case.

The Regulations do not prescribe a minimum income figure that automatically qualifies or disqualifies every family. CARA's current FAQ and the December 2025 PIB backgrounder say PAPs are not ruled out merely on the basis of financial status. Financial capacity is still assessed as part of overall suitability. Differently-abled persons can adopt depending on the Home Study Report agency's approval.

OCI and foreign nationals residing in India need a No Objection Certificate from their Embassy or High Commission before registering. NRIs, OCIs and foreigners living abroad register through an Authorised Foreign Adoption Agency, Central Authority or Indian Diplomatic Mission — not as a resident Indian on the same form.

Age limits at registration

Use the table in Regulation 5, not an unofficial social-media chart.

Age is counted as provided in the Regulations at registration. Relative and step-parent adoptions have an age-criteria exception. If either PAP is close to a limit, rely on the portal and current Regulation text rather than an agent's calculation. After a referral, the PAP's current age is considered for remaining referrals once the HSR is revalidated (Regulation 5(4)).

How to register as a prospective adoptive parent

This is the CARA adoption process on CARINGS for a resident Indian PAP. Save every acknowledgement.

  1. Open carings.wcd.gov.in — the designated portal. CARA's information site is cara.wcd.gov.in; registration itself is on CARINGS.
  2. Create the PAP account in the correct category (resident Indian couple or single, relative, step-parent, or the inter-country path if that is you).
  3. Complete personal, family, income, motivation and child-preference details. The PIB note asks PAPs to use the motivation section to explain why they want to adopt.
  4. Choose States as the current portal allows. The December 2025 PIB backgrounder records that PAPs who registered after November 2022 are limited to two States based on identity proofs, or a cluster of States, and are not eligible for a three-State or all-India preference.
  5. Upload the Schedule VI documents (next section) within 30 days. The PIB backgrounder is explicit: missed documents mean the application is rejected and there is no option to revive it — you re-register.
  6. Save the registration number (often called the PAP registration number / PRN) and every payment acknowledgement.
  7. Cooperate with the assigned Specialised Adoption Agency or District Child Protection Unit for the Home Study Report.
  8. Check HSR validity, seniority and portal messages inside the login. Do not depend on an agent SMS.

Do not upload a fabricated income record or conceal a material medical or marital fact. A later mismatch can interrupt the case after a referral. Password reset and profile-update (including address) are available inside CARINGS; use those tabs rather than a second identity.

Documents to upload (Schedule VI)

Schedule VI of the Adoption Regulations, 2022 is the controlling list. The December 2025 PIB backgrounder summarises the usual set for online registration:

A rent agreement cannot be submitted as proof of residence. Update the address on Aadhaar, passport, voter ID, electricity bill or postpaid telephone bill instead.

The actual portal may still ask for photographs of the home, ITRs, salary slips, existing children's birth certificates, or reference letters. Follow the live upload list. Keep files readable and within the portal's size rules.

Home Study Report

The home study assesses readiness and suitability; it is not a house-size competition. A social worker from the assigned SAA or DCPU examines family support, motivation, health, finances, living arrangements, parenting understanding and preparedness for the child's history and needs.

The December 2025 PIB backgrounder states that the HSR agency must complete the report within 60 days from registration and document submission, and must revalidate it before expiry of three years. Regulation 5 already provided for HSR revalidation after three years; treat the 60-day figure as the current published administrative clock for completing the study, not as a promise that a match will follow.

Answer candidly and keep the submitted documents consistent. If marital status, residence, health or another material fact changes, update the assigned authority through the portal. A delay in HSR revalidation does not by itself erase seniority, but PAPs are not eligible for referral until revalidation is done, and seniority may not be visible on the portal during that delay.

If the HSR is unfavourable, use the SAA's internal review, then the State Adoption Resource Agency, then CARA. Do not pay a private counsellor for a “guaranteed favourable HSR”.

Adoption fees (Schedule XV — sourced)

Regulation 49 and Schedule XV set adoption fees, which the Authority may revise. Pay only through the prescribed channel. Fees once paid to an SAA are non-refundable (Steering Committee decision of 2 January 2024, recorded on CARA's site and in the PIB backgrounder).

For inter-country adoption, HSR fees follow the receiving country's norms. Pre-adoption foster-care fee in that stream is stated as ₹50,000 for a child with normal health conditions (clarified by CARA OM dated 10 May 2024: not US $5,000) and US $5,000 for a special-needs child. Follow-up fees follow receiving-country norms.

Anyone asking for a cash “donation”, a queue fee or a second payment off the portal is not collecting Schedule XV. Keep receipts. There is no separate Central Government employee concession in Regulation 49.

Seniority and waiting time

Searches for CARA waiting time and how long does CARA adoption take want a number. CARA's official FAQ and the PIB backgrounder are explicit: waiting time depends on PAP seniority, availability of legally free children and the PAP's preferences for age, gender, health and State or UT. The seniority list is dynamic. There is no honest universal promise such as “match in eight months” or “adoption completed in two years”.

Seniority is determined by registration date. Referrals run on that date and on child availability matching preferences. Changing preferences can change the displayed seniority number; referrals still follow the registration date. CARA does not match on the child's caste, creed or religion.

Check seniority inside your CARINGS login. A narrow preference can affect the available pool, but no one should pressure you to accept needs you are not equipped to support. Make a considered preference after counselling, not merely to move faster.

Immediate Placement (older children, generally 6 to 18, often hard to place) and the Special Needs tab allow direct reservation of a child who is already listed there. Couples with two or more children, who are not eligible for ordinary seniority, use that direct-reservation path. Dropping a special-needs reservation does not affect seniority for PAPs who also remain in the ordinary queue.

Referral and reservation

Regulation 11, as restated in the PIB backgrounder, provides for up to three referrals, with a one-month interval between consecutive referrals, subject to child availability in the preference category. The portal profile includes the Child Study Report, Medical Examination Report and photographs.

Reservation is not a shopping decision. Read the reports, obtain permitted medical advice, attend matching and ask the SAA to explain follow-up care. Never circulate a child's profile or medical report publicly. The JJ Act protects the identity of children.

If PAPs do not accept a reserved child, they are moved to the bottom of the seniority list (Regulation 11(14)). If resident Indian, NRI or OCI PAPs do not reserve a child after three referrals, they are debarred for one year and must then register afresh; foreign PAPs face a one-year debar after two unused referrals. After debarment, seniority runs from the new registration date.

On the Special Needs portal, a directly reserved child is released from the PAP profile after 30 days from reservation if the process is not completed, as the PIB note records.

Matching, foster care and the adoption order

The Specialised Adoption Agency obtains PAP details from the designated portal, schedules matching, and records the Adoption Committee decision in minutes. The prescribed pre-adoption foster-care undertaking applies before placement in foster care.

Under the 2021 amendment, adoption orders under this route are generally issued by the District Magistrate rather than a civil court. The December 2025 PIB backgrounder states that the District Magistrate issues the adoption order within 60 days. CARA's FAQ has noted a Maharashtra-specific interim exception in the past, so follow the portal and agency instruction for the child's jurisdiction instead of filing in a court or office chosen from an old article.

An adoption order creates the legal parent-child relationship under the Act. The agency and authority then follow the prescribed process for records, including the birth certificate. Post-adoption follow-up is part of the regulated process: four visits over two years for in-country adoptions and six visits over two years for inter-country adoptions, per the same PIB note. CARA issues a support letter for the child's passport in in-country cases only after at least one follow-up report, unless two years from the legal adoption have already passed (Regulation 42).

After the adoption order

Take the certified adoption order to the municipal or panchayat birth-registration office so the child's birth record can be issued in the adoptive parents' names. First identify the exact stage: document scrutiny, 30-day upload, agency assignment, HSR, revalidation, seniority, referral, matching, District Magistrate filing or post-order record.

  2. State Adoption Resource Agency in the State Women and Child Development department;
  3. CARA through the designated portal grievance route and the contacts published on cara.wcd.gov.in (do not rely on an old helpline number copied from a 2024 blog);
  4. CPGRAMS to the Ministry of Women and Child Development;
  5. District Magistrate, who issues the adoption order and can call records of a government SAA.

RTI can seek existing administrative records from a public authority, but it cannot demand a child referral or override seniority. Ask for the status record, deficiency note, rule applied or action taken on a specific representation. Do not request another child's identity or confidential profile, another PAP's identity, or medical history before reservation.
