Is the RTO covered by RTI?

Yes. Every State Transport Department + every RTO is a public authority under §2(h) of the RTI Act. Each RTO has a designated PIO.

What kind of RTIs work for vehicle issues?

Stuck RC transfer, NOC delay, fitness certificate non-issue, illegal challan, e-challan dispute, dealer registration delays, contested towing/seizure. Address them to the RTO that issued (or where the issue occurred) — and the State Transport Commissioner's office.

Can this tool show me the owner of the vehicle?

No. Owner data on Parivahan / Vahan is gated behind login + CAPTCHA + lawful purpose declaration. We do not provide it. The RTI route lets you get vehicle records by going through the RTO PIO with a stated lawful purpose.

What about Bharat-series (BH) numbers?

BH-series follows format YY BH 0000 AA — year of registration + BH + 4 digits + 1-2 letters. We detect those too.
