Stop treating "BGV pending" as a complete diagnosis

Obtain a written gap note from the agency: institution, course or employment, date requested, address used, response required, follow-ups and final deadline. Check whether the request went to a real registrar, controller of examinations or HR channel rather than a stale address.

Education verification: fastest evidence path

Search DigiLocker NAD for the issuing institution and award. NAD says students can access degree, diploma certificates and marksheets through DigiLocker, and verifying entities include employers. Share an issued document through the authorised feature rather than emailing an editable scan.

If the award is unavailable, ask the university's examination branch for a verification letter or use its paid verification service. UGC's Student Corner links to e-Samadhan for grievances. Keep enrolment number, year, college affiliation, marksheets and degree copy ready.

Employment verification alternatives

Where a former private employer is silent, give the agency a structured evidence pack: appointment and relieving letters, salary slips, bank credits, Form 16/26AS and EPFO service history where relevant. Ask the prospective employer to record the check as conditionally cleared or pending alternative verification, rather than inventing a reply from the old employer.

When RTI is legitimate

Public universities, government departments and PSUs are public authorities. A request about your own record may seek certified enrolment, award-register entry, service dates, designation, and the official verification contact. RTI normally requires a response within 30 days, subject to the Act.

Private universities and companies are not directly covered merely because they perform education or employment functions. Use their grievance channel, regulator or records that a public authority actually holds.

Remove any fabricated success story, guaranteed timeline or claim that RTI “forces verification”. RTI supplies records; the BGV agency and employer decide how those records satisfy the check.

NAD states that digital awards issued through the system are legally valid and designed for secure, instant verification. The employer may still apply its own verification workflow.

Can I file RTI against a private university?

Not directly unless it is a public authority under the Act. Use the institution and UGC grievance routes, and seek only records actually held by a public authority.

What should I ask HR while the check is pending?

Ask in writing whether joining can be conditional, which alternate records are acceptable and the date by which the remaining item must close.
