A new PAN card via NSDL or UTIITSL is committed for delivery in 15 working days; an Instant e-PAN via Aadhaar OTP arrives in under 10 minutes; a PAN correction is committed in 15-25 working days. If your PAN application has crossed these CBDT-notified service standards, the right escalation is a focused RTI to the CPIO of the Income Tax Department, the NSDL/UTIITSL grievance cell, and the Directorate of Income Tax (Systems) — each must reply in 30 days under §7(1) of the RTI Act, 2005. This guide gives you the three RTI templates required, the status-decoder for every PAN-portal stage, 2026 PAN delivery SLAs, case law on PAN delays including Sudhir Kumar v. CIT (Delhi HC 2018), and the escalation ladder via CPGRAMS, IT Ombudsman, CIC and writ.
TL;DR — the three timelines that decide your remedy:

Cause: Speed Post delivery failure or address mismatch. Remedy: Track AWB on India Post; if shown “delivered” but not received, file complaint at India Post + RTI to NSDL/UTIITSL for re-dispatch.
Cause: IT Department internal queue; or KYC mismatch flag. Remedy: RTI to CPIO, DGIT (Systems) — template above. Quote the Citizen Charter standard.
Cause: Backend sync delay between IT Department and UIDAI / banks. Remedy: Wait 7 days; if still mismatched, file rectification request on e-filing portal + RTI to DIT (Systems).
Cause: Aadhaar mobile not updated or OTP service down. Remedy: Update mobile at Aadhaar Seva Kendra. If service is genuinely down, raise grievance at e-filing portal; if no resolution in 7 days, RTI.
Cause: Data-entry error during application. Remedy: File rectification at e-filing portal → “Link Aadhaar” → de-link request. RTI to CPIO if not actioned in 30 days.
Cause: Multiple applications with slight name variation. Remedy: Surrender one PAN immediately by filing Form 49A → “Cancellation”. Penalty under §272B is ₹10,000 if held wilfully. RTI to confirm cancellation status.

File RTI to CPIO, DGIT (Systems) asking for: (a) status of your e-PAN file at the e-filing backend, (b) any technical errors flagged, © date by which the issue will be resolved.
