Ratio decidendi

§23 of the RTI Act bars civil courts from entertaining suits in respect of orders made under the Act. However, writ jurisdiction under Articles 226 (HC) and 32 (SC) is constitutional and cannot be ousted — challenges to Commission orders proceed through writ, not civil suit.
