Quick answer. When you buy a new car or bike from an authorised dealer in 2026, the dealer files Form 20 (application), Form 21 (sale certificate) and Form 22 (roadworthiness certificate from manufacturer) with your local RTO along with road tax, insurance copy, PAN, Aadhaar and address proof. The RTO assigns a permanent registration number on the Vahan 4.0 portal (vahan.parivahan.gov.in), HSRP (High Security Registration Plates) are affixed, and the smart card RC is dispatched by Speed Post in 7 to 30 days. You'll get a temporary registration (TR) number to drive in the meantime. If the smart card doesn't arrive in 30 days, escalate via the dealer first, then the Transport Commissioner, then a one-page RTI to the PIO of your RTO under §6 of the RTI Act 2005.

The whole thing was so smooth I kept refreshing the Vahan portal expecting a glitch. The dealer's executive told me later — Mumbai RTO Tardeo went fully digital in late 2025 under the Vahan 4.0 rollout. My total cost beyond the on-road quote: zero. No tip, no follow-up calls, no RTI. But I keep the dealer's WhatsApp number saved — because friends in suburban RTOs are still waiting six weeks for the same Creta.”

About 2.6 crore new vehicles were registered on the Vahan portal in calendar year 2025 (MoRTH data, Jan 2026). Of those, around 17% had RC dispatch delays beyond the 30-day SLA — concentrated in semi-urban RTOs where Vahan integration is patchy and dealer follow-up is weak.
A Registration Certificate (RC) is the legal proof that your vehicle has been registered with a particular Regional Transport Office (RTO) under §39 of the Motor Vehicles Act 1988 and Rule 47 of the Central Motor Vehicles Rules 1989. Without a valid RC, driving the vehicle on a public road is an offence under §192 — punishable by fine up to ₹10,000 and impoundment.
Two key things have changed since 2019 that affect every new buyer in 2026:
The smart card RC that arrives by Speed Post is a polycarbonate card with an embedded chip carrying your engine number, chassis number, owner name, address, fuel type, emission norm (BS-VI), and date of registration. The digital twin lives in the mParivahan and DigiLocker apps and is now treated as legally equivalent to the physical card under MoRTH advisory dated 8 August 2018 (reaffirmed 2024).
When you make the final payment to the dealer, insist on the following set of documents — without these the registration cannot be filed:

Two pathways depending on your state and RTO:
Once the registration number is allotted, the dealer books an HSRP fitment slot through the licensed plate vendor for your state — currently Real Mazon, Utsav Safety Systems, Link Utsav, or Rosmerta in most states.
In most states the dealer pre-collects road tax in your on-road price and pays it on Vahan. But verify on the vahan.parivahan.gov.in → “Know Your Vehicle Details” page after registration that “Tax Status” shows Paid till … with the correct expiry. Q. Can I drive my new car without the smart card RC?
Yes — for the duration of the Temporary Registration (TR), which is valid 7 days (extendable to 30 days) under Rule 81 CMVR. Carry the dealer's Form 21 + insurance + TR slip. After TR expires without a permanent RC, driving is technically an offence under §192 — push the dealer hard.
Q. The HSRP plate is loose / damaged within a year. Who replaces it?

Q. I want to register the car in my wife's name though I paid for it. Possible?
Yes — the buyer name on Form 20 is the registered owner. Sale invoice / financing can be in your name; many couples do this for road-tax planning. Marriage certificate not needed.
Q. The dealer says the registration number is “VIP” and demands ₹50,000 extra. Legal?
No — the dealer cannot allot or sell numbers. VIP / fancy numbers are auctioned only on vahan.parivahan.gov.in → “Fancy Number” module. Pay only the Vahan auction amount. Report dealer to Transport Commissioner.
Q. My new car has a manufacturing defect — can I de-register before RC arrives?
Yes — under “Lemon Law” provisions of CPA 2019 + Vahan refund module. Dealer initiates “registration cancellation request” → road tax and Vahan fee refunded to dealer who refunds you. Insurance refund handled separately.
Q. Bharat Series (BH) registration vs state registration — which is better?
BH (introduced under MoRTH notification 28 Aug 2021) is for central government employees, defence, PSU staff, and private sector employees with offices in 4+ states. Lifetime road tax is paid in 2-year instalments; no re-registration needed when transferred between states. Eligibility: produce Form 60 (employer certificate) along with Form 20.
Q. Smart card RC has a typo in my address. Fix?
Login to parivahan.gov.in → Citizen Services → Other Online Services → “Application for Change of Address”. Upload corrected address proof. Approval and reprint in 15-20 days. Fee ₹500.
