Quick answer. About 80% of first-time DL test takers fail at metro RTOs (Pune, Bengaluru, Hyderabad, Mumbai). It's not because the test is unfair — it's because most people show up under-prepared. This guide tells you exactly what's tested, what to practise, and how to pass on the first or second attempt without going through “agents”.
Under the Motor Vehicles Act 1988, §3 makes it an offence to drive any motor vehicle without a valid licence. §7 governs the Learner's Licence; §8 governs the regular DL; §9 the test. The minimum ages are:

This is the mandatory waiting period under Rule 14 of CMVR 1989. You cannot apply for the permanent DL within 30 days of LL issue.

The LL is valid for 6 months. If you don't apply for the permanent DL within 6 months, the LL lapses and you must restart from Step 1.
Most candidates take 4-12 weeks to feel test-ready. If you don't have a vehicle at home, driving schools charge ₹3,000-8,000 for 15-20 sessions (city-dependent).

Some metro RTOs (Bengaluru, Pune, Delhi-Sarai Kale Khan) use automated test tracks with sensors — no human bias, but also no benefit-of-doubt.
If you pass, the inspector signs off; if you fail, you get a slip with the reason (e.g., “did not signal”, “touched cone in parallel parking”). Re-test fee ₹300, slot usually 2-4 weeks out.
After passing:
The Permanent DL is valid for 20 years from the date of issue OR until you turn 50, whichever is earlier. From 50 onwards, renewal cycles drop to 5 years.

If a slot has not opened in 60+ days, or if you've failed the driving test 3+ times and suspect bias, write to the Transport Commissioner of your state. Some states (Karnataka, Telangana) publish the Commissioner's email on the state Transport site.
RTI works here when: your slot has not been allotted more than 60 days after payment, you've failed the driving test multiple times and want the inspector's notes / reasons in writing, the RTO refuses to register your application without a reason, or your file has been pending after a passed test for more than 30 days.
RTI does NOT directly help when: you have not yet practised enough and just lost the test on merit (RTI cannot make the inspector pass you), or you don't meet the age criteria (RTI won't waive the law).

Q. Can I take the LL test in my regional language?
Yes. Sarathi supports Hindi, English, and most state languages (Marathi, Tamil, Telugu, Kannada, Bengali, Gujarati, Punjabi, Malayalam, Odia). Toggle at the start of the test.
Q. I'm 17 — can I get an LL for a geared bike?
Only for non-geared two-wheelers (gearless scooters under 50cc) at age 16, with parental consent on Form 2A. Geared two-wheeler = age 18 minimum.
Q. Do I need to attend a driving school?
For private LMV/two-wheeler — no, optional. For transport classes (HMV, HGMV, HPMV) — yes, you need a Form 5 certificate from a MORTH-accredited school (4-week minimum course).
Q. What if I lose my LL before applying for DL?
Apply for a duplicate LL on Sarathi (₹200), then proceed.
Q. Can I apply for DL the day after I get LL?
No. The 30-day waiting period under Rule 14 of CMVR is mandatory. If you do, the application will be rejected.
Q. The DL test ground at my RTO doesn't have parallel parking — what's tested?
Each RTO has slightly different layouts. The portal-listed “test components” are the maximum; the inspector decides what to test on the day. Always be ready for figure-of-8, gradient, and (where present) parallel parking.
Q. Can I apply for DL in a state different from where I have LL?
Generally no — the DL test must be at an RTO under the same state as the LL. If you've moved, transfer the LL using Form 33 first.
